The United States has warned Ukraine and its European allies that it could suspend intelligence sharing and European purchases of American weapons if Kyiv does not stop deep strikes on Russian energy facilities.
This is how the US threatens Ukraine, according to two European officials who spoke to CNN.
The State Department and the Pentagon sent the warnings over the weekend to officials in Ukraine and Europe.
The US military also passed a message directly to Ukrainian commanders.
Another source familiar with the matter said Washington threatened to cut intelligence sharing. The Financial Times first reported the threats.
The warnings come as President Donald Trump has been angry with Ukrainian President Volodymyr Zelensky over attacks on Russian refineries.
Trump has long blamed high global diesel prices on the war between Ukraine and Russia. Meanwhile, the American war with Iran has pushed prices up further.
Earlier on Sunday, Trump announced that Russia and Ukraine had agreed to an energy ceasefire.
A source close to Zelensky said the news came as a surprise. Zelensky wrote on X that Ukraine supports the ceasefire and is waiting for details from Washington.
One European official called intelligence sharing and weapons purchases “vital” to Ukraine. The official described the threat as a “sad day” for Kyiv and its allies.
If Washington acts on the threat, Ukraine’s defences would feel the effect at once. American intelligence helps Ukraine defend against Russian ballistic missiles. It shows where the launchers are and where the missiles are heading.
Weapons purchases run through the Prioritized Ukraine Requirements List, known as PURL.
A suspension would hurt Patriot interceptor shipments most. Ukraine is already desperately short of them, as Russia has widened its missile and drone attacks across the country.
NATO had not yet seen any change to the PURL programme over the weekend, another European official said.
The Trump administration suspended intelligence sharing with Ukraine in March 2025, after a tense Oval Office meeting between Trump and Zelensky. It later restored the support when Ukraine accepted a proposed American ceasefire following talks in Saudi Arabia.
The new threats will further strain the fragile relationship between the two leaders.
They have recently clashed over a US deal with President Vladimir Putin to supply markets with Russian diesel.
A US official said Ukraine’s continued refinery attacks helped push Trump towards that deal. On Saturday, Trump suggested that Ukraine should replace Zelensky.
CNN has asked the Defence Department, the State Department and the White House for comment.
