Burnham Defends Man City Comments, Vows To Publish Meetings

LONDON, UNITED KINGDOM — British Prime Minister Andy Burnham has defended his comments on Manchester City’s financial-rule case and pledged to disclose details of his meetings with the club’s officials following growing criticism from opposition politicians.

Burnham said the club’s economic contribution to Greater Manchester should be considered separately from the findings of an independent commission that ruled against Manchester City over breaches of Premier League financial regulations.

Speaking on The Rest Is Politics podcast, Burnham said he was willing to publish details of his dealings with the club during his tenure as mayor of Greater Manchester.

“I’ve been asked by the leader of the opposition to publish details of my meetings, which I’m happy to do and I’m going to,” he said.

Burnham, who served as mayor from 2017 until becoming prime minister in 2026, said his significant meeting with Manchester City officials took place in 2021.

He added that he would make public details of his work with the club during his time as mayor.

PM Separates Investment From Financial Breaches

Burnham faced criticism after saying he would be concerned if Manchester City’s Abu Dhabi-based owners decided to sell the club following the verdict.

He had praised the owners for their investment in Manchester City and the wider region, describing them as important partners in the development of modern Manchester.

The comments prompted questions about whether the prime minister was placing the club’s economic contribution above the need to enforce football regulations.

Defending his position, Burnham said he did not believe he had misspoken, arguing that the club’s financial-rule case and its investment in the region were separate issues.

“The football issues are different from the investment issues,” he said, adding that the two should not be conflated.

However, he acknowledged the seriousness of the commission’s findings and maintained that the independent process must be allowed to run its course.

Independent Commission Finds City Guilty

The Premier League announced on September 29 that an independent commission had found Manchester City guilty of serious financial-rule breaches covering nine seasons, from 2009/10 to 2017/18.

The commission found that the club had used commercial agreements that misrepresented the true arrangements with some partners, artificially inflating revenue and understating costs.

It also found that Manchester City had submitted misstated financial accounts, breached spending limits and committed multiple violations of its obligations to cooperate with the Premier League’s investigation.

The league said the commission concluded that the club had made concerted efforts to frustrate the investigation.

Manchester City has consistently denied wrongdoing and challenged the commission’s findings, describing them as containing material errors of law, principle and fact.

The club has appealed the verdict, meaning the disciplinary process remains ongoing.

Opposition Demands Transparency

Burnham’s remarks have drawn criticism from opposition politicians who argue that political leaders must avoid creating the impression that commercial investment could influence the enforcement of football regulations.

Conservative leader Kemi Badenoch called for the disclosure of details of Burnham’s meetings with Manchester City’s owners and senior officials.

The Liberal Democrats have also called for greater transparency concerning his contacts with the club and its Abu Dhabi-linked ownership.

Critics have raised questions about whether the prime minister’s public comments could be interpreted as pressure on the independent process.

Burnham has rejected suggestions that he intended to interfere in the proceedings, maintaining that the case must be handled independently.

Manchester City Case Remains Ongoing

The case could have significant consequences for Manchester City, depending on the outcome of the appeal and any subsequent sanctions.

Premier League rules allow an independent commission to impose a range of sporting and financial penalties, including points deductions and fines.

The club’s appeal means the final outcome remains uncertain, and no final sanction should be assumed before the process concludes.

Burnham’s promise to disclose his past dealings with Manchester City is expected to provide further information about his relationship with the club during his years as mayor.

He maintains that the club’s investment in Greater Manchester and the financial allegations against it should be assessed separately, while acknowledging that the commission’s findings are serious and must be addressed through the established process.
