Gaza ceasefire talks: Hamas suggests amendments to proposal

Hamas, on Saturday, May 31, 2025, submitted a response to the U.S.-mediated Gaza ceasefire proposal led by President Donald Trump’s envoy, Steve Witkoff.
This marks the most significant progress toward a resolution since March.
In its statement, Hamas outlined several amendments to the original plan, signaling a potential shift in negotiations.
Key Amendments in Hamas’s Response
Hamas’s revised proposal includes the release of 10 live Israeli hostages and the return of 18 deceased captives in exchange for the release of 1,100 Palestinian prisoners from Israeli custody.
This adjustment aims to prevent Israel from resuming hostilities if a comprehensive ceasefire agreement is not reached by the end of the proposed 60-day truce.
The updated plan also calls for:
- a permanent cessation of hostilities,
- a complete withdrawal of Israeli forces from Gaza, and,
- the facilitation of humanitarian aid to the region.
A senior Hamas official stated that the response was formulated after conducting national consultations.
He emphasized the group’s commitment to achieving a lasting peace agreement.
The official noted that the amendments address concerns related to U.S. guarantees, the timing of hostage releases, aid delivery mechanisms, and the withdrawal of Israeli troops from Gaza.
Israel’s Reaction and Ongoing Tensions
Israel has not officially responded to Hamas’s amended proposal.
However, an Israeli official, speaking on condition of anonymity, suggested that the changes could be viewed as an “effective rejection” of the U.S. plan.
Defense Minister Israel Katz issued a stern warning, stating that Hamas must choose between accepting the terms of the ceasefire or facing annihilation.
The Israeli government insists on the complete disarmament of Hamas and the full return of all hostages before agreeing to end the conflict.
Israel remains wary of allowing Hamas to retain influence in Gaza.
It reportedly fears that a premature ceasefire could enable the group to rebuild its military capabilities and resume attacks.
Humanitarian Crisis in Gaza
The humanitarian situation in Gaza continues to deteriorate, with over 54,000 Palestinians reported dead since the onset of the conflict in October 2023.
The World Food Programme has warned of severe food insecurity, as the population of more than 2 million faces famine-like conditions.
While some aid deliveries have resumed, they are insufficient to meet the growing needs of the civilian population.
International Efforts and Diplomatic Pressures
International actors, including the United Nations and regional powers such as Qatar, are intensifying efforts to mediate a ceasefire agreement.
Qatar’s Ambassador to the UN, Alya Ahmed Saif al-Thani, expressed determination to end the humanitarian crisis in Gaza, stating that negotiations are ongoing.
However, deep mistrust between Hamas and Israel poses significant challenges to achieving a lasting peace.
As the situation remains fluid, the international community continues to monitor developments closely.
It urges both parties to engage in dialogue and work towards a resolution that addresses the humanitarian needs and security concerns of all involved.
