Abia Governor Endorses Real Estate Investment Opportunities

The State Governor, His Excellency Dr. Alex Otti, OFR, has declared that now is the most opportune time to invest in the state’s rapidly expanding real estate sector. He made this statement on Tuesday, April 29, 2025, during a high-level business meeting with the management of Capital City Development Ltd., led by its Managing Director and Chief Executive Officer, Arc. Uche Arunsi Kalu.

Creating a Business-Friendly Environment in Abia

Governor Otti emphasized that all public sector initiatives eventually benefit the private sector. He explained that his administration has worked tirelessly over the past 23 months to create an enabling environment for businesses. Key priorities include infrastructure, access, security, education, and healthcare — all of which contribute to a location’s investment viability.

“In real estate, once you get the location right, everything else falls into place,” Governor Otti said. “Location isn’t just a spot , it’s defined by access, infrastructure, and the people who live there.”

Focus on Infrastructure Before Real Estate Expansion

According to Governor Otti, the administration’s initial focus has been on improving the fundamentals that make locations attractive for development. These include clean environments, quality schools, efficient road networks, security, and functional healthcare systems.

He acknowledged that although significant progress has been made, more improvements are underway. These, he said, lay the foundation for meaningful and sustainable real estate development.

The governor disclosed that his administration has commenced real estate projects in Umuahia’s Valley View Estate and is planning a model estate inspired by Rwanda’s International Village. He noted a growing influx of Abians returning home and a rising number of investors moving into the state , all pointing to the need for more housing developments.

To support investors, the Governor offered two flexible options: the government will either allocate land as equity or issue Certificates of Occupancy for lands purchased by developers. He also advocated for structured payment plans for civil servants and low-income earners to make home ownership more inclusive.

Capital City Development Commits to Abia’s Growth

Arc. Uche Arunsi Kalu, CEO of Capital City Development Ltd., praised Governor Otti’s transformational leadership. He stated that the improved governance and infrastructure in Abia now provide a conducive environment for real estate development.

“Before your election, I visited Aba and nearly wept. My wife and I couldn’t access the market. We wondered, ‘when will it be Abia’s turn?’ But now, with the visible transformation, we’re inspired to invest at home,” Kalu said.

With a footprint in 14 states and consistent turnover in the tens of billions of naira, Kalu explained that the company is scaling up operations. After reviewing various options, they concluded that Abia is now a strategic choice.

Praise for the First Lady and Acts of Support

Mrs. Nkwai Z. Kalu, Director and wife of the MD/CEO, also expressed gratitude to the Governor and First Lady, Mrs. Priscilla Otti, for their outstanding efforts in transforming the state. She donated 100 quality Ankara wrappers to support the First Lady’s humanitarian initiatives and empowerment programs.

In her response, Mrs. Otti thanked the Kalus for their generosity and prayed for continued success in their endeavors.

Government Officials and Stakeholders in Attendance

The meeting was facilitated by the Deputy Speaker of the Abia State House of Assembly, Rt. Hon. Austin Okezie Mmeregini. Also present were Mr. Chinenye Mba Uzoukwu, Principal Secretary and Chief Strategy Officer to the Governor, and Mr. Charles Egonye, Technical Assistant to the Governor.
