When Professor Charles Chukwuma Soludo, CFR, took the oath of office as the fifth democratically elected Governor of Anambra State in March 2022, he inherited a state brimming with potential but burdened by complex institutional and socio-economic bottlenecks. Armed with a visionary 50-year development plan and his signature “People’s Manifesto”—popularly referred to as the Soludo Solution —the former Central Bank Governor set out to systematically redesign the governance architecture of the state.
Four years into his administration, having secured a resounding landslide re-election by sweeping all 21 local government areas, the evidence of his strategic governance is clear. Operating under a rigorous five-pillar agenda—Security, Law and Order; Infrastructure and Economic Transformation; Human Capital Development and Social Agenda; Governance and Value System; and Environment and Urban Regeneration—the Soludo administration has successfully transitioned Anambra from a state of mere survival to a thriving modern economic hub.
Fiscal Discipline: The Foundation of the Revolution
The most remarkable feature of Governor Soludo’s administration is the fiscal mechanism driving his massive projects. At a time when many sub-national entities are heavily reliant on external borrowing, Soludo has consistently steered Anambra away from arbitrary debt trap. Despite receiving legislative approval to source external loans, his administration has relied entirely on expert managerial prudence, rigorous blockages of revenue leakages, and zero tolerance for corruption.
This financial wizardry has earned Anambra State a spot among the top five states in Nigeria for fiscal sustainability by BudgIT. By prioritizing aggressive internal resource mobilization and deploying state funds with precision, the Soludo government has proven that lean times bow effortlessly to bold, intellectual minds.
Infrastructure and Urban Regeneration: A State-Wide Construction Site
Upon assuming office, Governor Soludo declared a state of emergency on Anambra’s road networks. Today, the state has been effectively converted into a massive construction zone. Over 739 kilometers of roads have been designed and awarded across the state, with well over 420 kilometers fully completed, commissioned, and shining with fresh asphalt, stone-based foundations, and cement stabilization—a standard commonly called the “Soludo Quality” built to withstand the test of time.
The administration’s approach to project distribution has broken long-standing traditions of political favoritism. No community needs an influential political godfather to attract the government’s presence; projects are equitably allocated across all local government areas. In Onitsha, the commercial heart of the state, dozens of inner-city streets have been completely rebuilt, integrated with smart streetlights, transforming the historic hub into a modern commercial center.
Furthermore, the administration broke a 34-year-old structural jinx by constructing and completing a magnificent, permanent Government House and Governor’s Lodge in Awka, putting an end to decades of makeshift administrative arrangements. Simultaneously, the state is making waves in leisure infrastructure with the ongoing development of the Solution Fun City, positioned to become one of West Africa’s grandest entertainment hubs.
Education: The Holy Grail of Human Capital Development
For Governor Soludo, human capital is the ultimate resource of the state. His administration completely overhauled the public education system through an unprecedented recruitment drive, employing 8,115 highly qualified teachers through a strictly merit-based, transparent process.
To eliminate barriers to entry, the administration declared completely free education in all public primary and junior secondary schools across Anambra. This bold move led to an immediate 18.7% spike in school enrollment. Today, Anambra boasts the lowest percentage of out-of-school children in the entire country, sitting at a national low of 2.9%. The physical landscape of learning is also evolving, with standard “smart schools” rapidly replacing archaic facilities to prepare the Anambra child for a digitally competitive world.
Revolutionizing Healthcare and Social Welfare
The Soludo Solution in the health sector has yielded remarkable humanitarian outcomes. The administration introduced a policy offering free antenatal care and free delivery services to all pregnant women in public hospitals across the state. This singular intervention has achieved a historic milestone: zero recorded maternal mortality among participants in several monitored urban sectors.
To back this up structurally, the administration has renovated and upgraded three major General Hospitals in Ekwulobia, Enugwu-Ukwu, and Umueri, while constructing five entirely new hospitals. Over 326 primary health centers across the state have been upgraded and equipped with robust solar power systems to ensure round-the-clock service delivery. With the enlistment of over 1,000 fresh medical professionals, Anambra State has officially climbed the ranks to become second only to Lagos State in under-five child survival rates nationwide.
The Youth Strategy: “One Youth, Two Skills” and the Tech Tribe
Rather than relying on short-term political handouts, Governor Soludo’s youth empowerment framework is strictly entrepreneurial. The acclaimed ‘One Youth, Two Skills’ program has already produced over 5,000 self-reliant entrepreneurs who were equipped with seed capital, while another batch of 8,700 youths are currently undergoing intensive training.
In the digital domain, the Solution Innovation District (SID) has emerged as a powerhouse, training over 20,000 young tech enthusiasts in advanced digital skills. This unique “Anambra Digital Tribe” model was internationally recognized at the 2025 International Association of Science Parks (IASP) World Conference in Beijing, where it placed among the top three global transformative tech hubs out of entries from 80 countries.
Global and National Recognition
Governor Soludo’s sweeping reforms have caught international attention. During the 80th Session of the United Nations General Assembly (UNGA) in New York, the governor was honored with the prestigious African Public Service Excellence Award and the African Governor of the Year Award. Concurrently, the House of Representatives of the State of South Carolina issued a special commendation recognizing his peerless fiscal prudence and exceptional governance model.
Through systematic execution, structural discipline, and deep-seated empathy for the common citizen, Professor Charles Chukwuma Soludo has effectively demystified the challenges of governance. As Anambra continues its steady climb under his second-term mandate, the administration stands as a powerful blueprint for sustainable growth, public integrity, and transformative leadership in modern Nigeria.
