Woman jailed over £39 donation to Ukraine, set free
as US and Russia engage in prisoner swap

A Russian-American citizen on Thursday, April 10, 2025, was released in a prisoner swap between Moscow and Washington.
Amateur ballerina Ksenia Karelina, a Los Angeles resident, had been in prison in Russia for over a year.
This was after being arrested in the city of Yekaterinburg in early 2024.
Her arrest in Yekaterinburg, Russia, in 2024, stemmed from a donation of approximately £39 to a US-based charity supporting Ukraine.
Russian authorities deemed her donation an act of treason, sentencing her to 12 years in prison.
In exchange, the US reportedly freed Arthur Petrov, a dual German-Russian citizen arrested in Cyprus in 2023.
He was accused of illegally exporting microelectronics to Russia for manufacturers working with the Russian military.
The prisoner swap took place in Abu Dhabi, United Arab Emirates in the early hours of Thursday.
US Secretary of State Marco Rubio confirmed Ms Karelina was “on a plane back home to the United States.”
He added she had been “wrongfully detained by Russia for over a year”.
“President Trump secured her release. [The President] will continue to work for the release of ALL Americans.”
CIA director John Ratcliffe was present at the exchange, the Wall Street Journal said.
It is the second prisoner swap between Russia and the US in less than two months.
This marks the second prisoner swap between the US and Russia in under two months.
It follows the release of Russian national Alexander Vinnik in exchange for American schoolteacher Marc Fogel in February.
IMPLICATIONS OF HER RELEASE
Ksenia Karelina’s release from a Russian prison and her subsequent prisoner swap with the US has significant implications:
- for diplomatic relations,
- human rights, and
- individual freedoms.
Diplomatic Relations
– Eased Tensions:
The swap indicates a willingness from both the US and Russia to engage in diplomatic efforts, despite strained relations over the Ukraine war.
– Prisoner Exchange Precedent:
This swap marks the second arrangement between Russia and the US in less than two months.
It follows the February release of Russian Alexander Vinnik for Marc Fogel.
Human Rights and Individual Freedoms
– Protection of Dual Citizens:
Karelina’s case highlights the complexities faced by dual citizens, particularly those with family ties to countries involved in conflicts.
– Arbitrary Detention:
Her detention was widely criticized by US authorities, who deemed the charges “absolutely ludicrous.”
They emphasized the need for countries to respect individual freedoms.
Geopolitical Implications
– Leverage in International Relations:
The swap demonstrates how private individuals can become pawns in geopolitical disputes, with their release often used as leverage in larger negotiations.
– Risks for Americans Abroad:
Karelina’s case underscores the risks faced by Americans traveling to countries with strained relations with the US.
This potentially influences travel advisories and diplomatic efforts .
The involvement of high-ranking officials, including President Trump and CIA Director John Ratcliffe, in securing Karelina’s release highlights the significance of diplomatic efforts in protecting individual rights and freedoms.
