WHERE DOES GOVERNMENT MONEY GO? ICAN ANAMBRA CHAIRWOMAN AMAKA EZEOGU EXPLAINS HOW NIGERIANS CAN FOLLOW THE MONEY Where does government money go after it is approved in the budget? How much has been appropriated for a project in your community? Has the money actually been released? Has the contractor started work? And if the project is not being executed according to what was approved, who should be held accountable? In this exclusive interview on DDM TV, Mrs. Amaka Ezeogu, the first female Chairman of the Institute of Chartered Accountants of Nigeria (ICAN), Anambra State and District Society, explains in simple terms how government expenditure works and why ordinary Nigerians should take a greater interest in how public funds are raised, allocated, spent and accounted for. Mrs. Ezeogu explains the difference between recurrent expenditure and capital expenditure, noting that government spends money on both its day-to-day responsibilities and major infrastructure such as roads, schools, hospitals and bridges. But beyond understanding the budget, she challenges Nigerians to actually follow government spending. According to her, citizens should read the budget and find out how it affects their communities. If a project has been appropriated for a particular community, citizens can ask important questions: Where is the project site? How much was approved? Has the money been released? Has work started? Is the contractor doing what was approved? She argues that Nigerians should not simply complain from the background when information about government spending is available. Citizens can monitor projects, compare what was approved with what is being executed and raise an alarm with the appropriate authorities when they discover discrepancies. The discussion also takes a deeper look at government contracts, inflation and accountability. With inflation affecting the cost of goods, services, labour and construction materials, Mrs. Ezeogu explains why the amount initially quoted for a project may no longer be enough to complete it when execution begins. But who should be blamed when such a project fails? Is it the government for failing to provide sufficient funding? Is it the contractor for accepting a contract despite knowing that the money may not be enough? Or is the problem bigger than one individual? Mrs. Ezeogu argues that accountability cannot always be reduced to a simple yes-or-no answer. Where there is an institutional or systemic problem, she says the system involved must also be examined. At the same time, she stresses that contractors have responsibilities too. If a contractor accepts public money to deliver a particular quality of work, the contractor should be prepared to deliver what was agreed. Where a contractor knows the funding is insufficient but proceeds without raising the issue, questions of accountability can also arise. The conversation therefore goes beyond politics and numbers. It is about public accountability, responsible citizenship, transparency, government budgeting, infrastructure development and the role ordinary Nigerians can play in monitoring how public money is spent.
