NBA drags IGP to court over tinted-glass permit directive

The Nigerian Bar Association (NBA) has filed a lawsuit against the Inspector-General of Police, Kayode Egbetokun, over the tinted-glass permit directive, which the association claims is unconstitutional and infringes on citizens’ rights.

The policy, introduced in April 2025, requires motorists to obtain an annual permit for tinted windows via a digital platform, with enforcement initially set to begin on June 1 but later postponed to October 2.

The association questioned the policy’s transparency, particularly since the portal and policy are managed by a private vendor, Parkway Projects, with funds generated from permit payments allegedly funneled into a private account rather than the Treasury Single Account.

The NBA argued that the policy infringes on citizens’ rights to dignity, privacy, movement, and property, as protected by the constitution.

The association also questioned the policy’s reliance on the 1991 Motor Tinted Glass (Prohibition) Act, a military-era decree that may not align with democratic standards.

The case, titled “The Incorporated Trustees of the Nigerian Bar Association v. The Inspector General of Police & Anor,” was filed on September 2, 2025, in Abuja and is yet to be assigned to a judge.

The association has assured that it will pursue the case to its logical end and has urged the police to halt enforcement until the court decides.

The tinted-glass permit system was reintroduced by the police on May 1, 2025, after being suspended for years due to widespread complaints of extortion and abuse.

Many motorists have expressed concerns over the N16,000 fee, describing it as unaffordable in the current economic climate.
