Angola-Based Nigerian Raises Alarm Over Exploitation Of Nigerians

A concerned Nigerian based in Angola and assistant secretary general of Nigerian Union, Mr Okolie Tagbo Cajetan has raises alarm over exploitation of Nigerians by Nigerians in Angola.

In a petition made available to Elombah.com, Mr Okolie begged anyone concerned to “save the soul of undocumented Nigerian community association members from Samson Ebigbo, Frankline Onyia, Charles Onubuogu and Hope Njoku. 

According to him, “they fleece, exploit, expose them to arrest and deportation all in the name of serving them. Save the vulnerable and complacent!” he begged.

The petition, addressed to the Minister/Consul, Nigerian Embassy, Luanda, Angola and copied  to The Elders Forum, The Golden Club Of Angola and Stakeholders In The Community reads:

Sir,

“When ethical norms are violated with impunity, it is the work of elders in the house to bring it to correction…ʺ.Again elders do not stay at home and allow mother goat to suffer pains of parturition.

This is an  expository writing/ petition  on behalf of many vulnerable members of the Nigerian Community Association Angola. This is for the Nigerian  Embassy, the Minister/consul. It is about what goes on in the Nigerian Community, and those behind it, how it is done  the name they choose to call it, leadership. 

The many troubles faced by these undocumented majority of our Community members come from some Nigerians who are legalized against those yet to be legalized, which unfortunately are more in number with handful of established businesses that need protection, further growth to help families, and continuous  contribution to diaspora funds back home for our nation’s economy.

These troubles ranges from fleecing of huge amounts of money, exploitation, betrayal, blackmail, and exposure to various dangers that leads to deportation by few of these men in the executive committee, whose ugly ambitions directly run contrary to the ethics and dictates of leadership, especially the leadership of Nigerian Community Association Angola .

These men mentioned above, over the period opportunity was given to them to organize, protect and save our brothers and sisters here from the blighted world, choose for  themselves primitive and heartless ways with the sole intent to hide under self-sealing positions, lies  to fleece the many undocumented brothers and sisters living here in Angola. 

These few men mentioned above  craft this fleecing around the use of Golfe Market as Front, and the uses of appeals to fear, appeals to outrage and fake appeal to public opinion,  and some non-existing degree of clairvoyance, shrouded in the innocent names of the  Police, Immigration and Fiscalization. Other fuzzy aspects are, everything is carried out without the knowledge of other members of the elected executive committee. 

And consciously with disdain these few men vow never to brief other elected executive members, or bring such fallacious and exaggerated fears and outrage to the executive table for general debate and inputs.  They introduced with impunity, extreme barbarism, pitilessness and savagery manners that is giving the Nigerian citizens here and the Association negative identity. 

With disregard to other members of the elected executives, and disregard to natural openness with which things are done in a people’s Association to close gaps for suspicious situations. They have indeed carried on in spite of calls for change, boldly holding on and blatantly to the self-sealers as constructed and in use by them for the purpose of fleece.   

They have  refused those important aspects of running a people’s Association, information, accountability, transparency, inclusiveness, respect for other members of the executive. Rather, they choose to bury everything in subterfuge, shroud them around the innocent names of police, Immigration and Fiscalization, Conspiracy! And vow to carry on with boosts that nobody can bring them to account for anything.

Let me remind the consul at this juncture that this mindset of carrying on in such savagery is routine amongst some legalized Nigerians. Some criminal minded Nigerians who are legal are directly against those who are illegal. Reasons are those who are illegal lack the powers to complain since going to the police or immigration earns them questions which may lead to presenting legalized documents.

So those criminal minded legalized Nigerians see their illegal brothers as preys any day to be visited with any evil that can earn them money because they cannot save themselves. Take one example  one Nigerian who goes by the surrogate name Casa Belushi, original name is Chiekilim Rowland Sunday, from Agulu, Anambra State. 

He claims to be a clearing Agent, and in 2014,used this same savagery and pitilessness, collected cash from five groupage containers from their owners in the bid that he will clear them, and when he did clear them, diverted the same five containers to himself, sold all the engines and with intimidation asserted that he returned the same containers to Dubai without any information or discussion with the owners. 

Investigations later proved the containers were dully cleared. He rebuffed all, especially the many undocumented Nigerian Community members who owns the groupage containers, dropping the names of DENIC Police as the tool he will use with his Angolan wife to arrest all. This happened in the wake of the ban on used engines. However, further investigations proved that he used his connections, cleared the containers, diverted and sold all the goods with a street value of around $1million.

It may interest you to know that others facts that filtered out from Hope Njoku and Samson Ebigbo in their effort to console me when I had troubles with Samson Ebigbo on why he can not bring Casa to tell the Nigerian Executives what he did with the containers of our brothers. They said that indeed Casa confided in them, that the containers did come out but was sold because majority of the goods in them were bought on credit, that those of us who did not buy credit will be paid in due course, especially myself.

No good was bought on credit; it is their nature of savagery against those without legal documents. In fact because he is legal and the owners of the goods aren’t, that is the way they do it. Lie against them and fleece their money and use your personal Police and Immigration friends to deport them. He has since ran to Nigeria.  This is a little digression to portray the inner heart and mindset of some of the people you are dealing with here in Angola, and the level they can go to inflict pains on their brothers for monetary gain.

Coming back to this expository/petition, the present fleecing in the Association, the invention of stirring up fears and outrage which %100 percent of the time fails to provide a balanced estimations of the real dangers, has largely caused a dangerous schism, distrust, among the executive members in their duty to know, because ordinarily, executive meetings are to be called and issues discussed. But it is never done. 

And the general police and immigration management in their anger that their names are unnecessarily being used for wrong things and being dragged into the mud by Nigerians. These arms of government, police and immigration in view of what is going on is presently discontented and out to know the arrow head(s) in the community who says that as much as 30 million goes in exchange for the existence of Nigerians in Angola.

But what they don’t know, and what investigations proved is  that the involvement of their name is the strategy employed to quicken the fleece. These fleecing strategy has dangerously portrayed the forces as corrupt, criminals, and has generally given the dirty impressions out there that all the present magnanimity of the state in accommodating and allowing peace in the midst of undocumented foreigners as we are witnessing now since the economic meltdown and fall of foreign exchange, are as a result of monetary contribution and payments made to the Police and Immigration.

This impressions so created and planted in the psyche of especially Nigerian Community members, as false as it is, has  enraged the top echelons of the Police and Immigration leadership here in Angola. It has since designated Nigerians  as the only Community that drag the names of their Police and Immigration in the muds, therefore the Police and Immigration hierarchy are no longer happy with us, and they are out for pounds of flesh. Hence, the continuous raid on Nigerians alone presently within the Golfe market axis. I leave you to imagine the implications and consequences in the days and months ahead.  

These petition embodies the aspirations of all undocumented Nigerians who looks to the Executive Committees for leadership direction, but unfortunately being presently fleeced and exploited, lied to for personal  enrichment through endless appeals to fear and outrage as exaggerated and  shrouded in the names of innocent police and immigrations. Similarly, the petition stands for some truthful members of the elected executive who wish to help foster a better and formidable leadership but were denied the opportunity by the manipulative ways of these men mentioned above.

Bad feelings of some executives who are not compromised financially and wants things done the right ways but denied, especially, those whose natural feelings of apathy declined along the barbarity introduced by Ebigbo and co for their monetary benefits. Whereas Nine elected members were given the responsibilities to organize, protect, save and instill discipline amongst the Nigerian Community Association members here in Angola, in what is called a participatory, democratic servant leadership where objectives of reaching a consensus as a decision making executives aims to be agreement seeking.

A  decision making process by the elected executives that must involve all the elected members of the executives and attempts to always generate as much agreement  as possible, especially in areas that must show transparency, collaboration, assessments, and acts of making judgment about monetary issues for checks and balances. Elected executive members are inevitable participants who must contribute to a shared proposal, ideas, and help shape whatever decisions that meets the concerns of all executive members as well as Nigerian Community members, including, most importantly, the undocumented ones.

Elected executive members must be cooperative as well as be participants in an effective consensus process, and should strive to reach the best possible decision for  all Nigerians, and all the undocumented members of the Nigerian community rather than competing for personal preferences. There is supposed to be some degree of egalitarianism which convey to elected executive members a consensus decision-making mechanism, and as afforded, as much as possible, equal input into processes that involved the well-being, protection, safety of all Nigerians.

All elected executive members should be able to have the opportunity to present and amend proposals. There should be inclusiveness for all elected executive committee members where all, as stakeholders must be involved in the consensus decision-making process. We must be participatory, meaning that the consensus process should actively solicit the input and participation of all elected executive members. Elected executive committee members must be seen to be epistemic that every consensus must and should track the truth to the greatest extent possible. 

And finally, cooperative, collaborative group atmosphere must be entrenched to foster greater group cohesion and interpersonal relations/connections where information is continuously shared and not hidden from the executives. Multiple concerns and informations are shared until the sense of group is cleared; Active listening and sharing of secrets and classified information, ideas and solutions belong to the group of the elected executive committee members.

The group as elected are responsible for the decision and the decision belongs to the group as elected. Anyone who is acting Contrary, or against this positions as explained, without uniting with the group of elected executive committee members, or taking decisions without concern for the group of elected executive committee members does so on selfish bases and with sinister ulterior motives .Minister/Consul, ill-definite, fuzzy ways, vague, indistinct, unclear and opaque ways are what these men mentioned above presents to other elected members, community members trading and doing their buying and selling at our concentration place called Golfe market.

In contrast, they have consciously denied them and the executive committee members the useful informations that spits out trust and honest representation, for criminal personal purposes. Other members of the elected executives were deliberately excluded from exhaustive debate, contribution to  issues that concern Nigerians, especially the vulnerable and   undocumented ones who have businesses at our appointed committee level at the golfe market because of cash that flows from them when their businesses are threatened. 

All we notice day after day by these names mentioned above are the malaise of extreme individualism and iconoclasm that afflicts the entire undocumented members of the Nigerian community Association, in a very intriguing and cavalier manner. It became obvious that they were not out to lead members of the community but to subject them to arbitrary fleecing and exploitation with the names of the Police and Immigration. An underhand plot pre-planned and set afoot before the election to imaginable, unimaginable, unlawful and otherwise, shrouded in the exaggerated fears and outrage of just the police and immigrations. 

With impunity and pecuniary interest! I have to notify the Embassy and all stakeholders to help save and stand in the gap for the vulnerable and the complacent in our community. And I think it makes sense for all to be concerned, even scared. There is a lot of uncertainty swirling about right now within the Nigerian Community Association, especially the consistent labeling, use of the names of Angolan Police and Angolan Immigration by these men whose names appear above to fleece Nigerians, their brothers and countrymen of huge amounts of money unilaterally without the knowledge of other executive Committee members.

We all need to down these lies and the criminal name droppings that comes with it, and help expose the truth in real ways, the potentialities of the fleece and the cover-up, including the intimidations used and the maze of the lies are becoming much graver. These men whose names are mentioned above lack the sufficient personal integrity to lead people, they are notorious by all standard, they are heartless desperados, greedy men, covetous men, negatively ambitious, imposters, bad Ambassadors of Nigeria.

It is more worrisome when these appeals and fallacies are overdone or over exaggerated consistently in order to lead the undocumented members of our community away from an accurate assessment of the risks that really exists. Because this fears and outrage happen all-too often when these men above need money for personal reasons, we have seen the amplification and abuse and want it addressed. 

What are these common assumptions? How do other foreigners survive? Why are Nigerian Community members paying, if it is indeed truth, such huge amount of money? These and others are to be critically evaluated. This appeal to tradition or popular opinion of arrest by Police and Immigration no longer exist  as tradition and opinion has long held it and shared it. All that is happening now as selectively done by these men mentioned above are for monetary gains, that are the reason for denying other executives from knowing much to probably stop it. 

I cannot in good faith continue to keep mute as these men carry out evil against those who are supposed to be their brothers and sisters in the name of vile and empty leadership. I am outraged at the level of evil, manipulation, conspiracy, hatred which is giving them the audacity to attempt to gloss over their evil  intentions. I am disgusted at their delusional behavior that is void of rational human nature. I could not help but keep reflecting on what use an Association of brothers and sisters like this would have served  on the stark contrast between what I see now and its future implications on all undocumented Nigerians.

Nevertheless, a highly politicized Nigerian Community is the last reason in my mind for writing this petition. I am only challenging the more rational and gentle men and women in the Community to come up and lets do away with criminal minded men in the community and put together an Association that will stand in the gap for everybody’s interest and identity. And as we struggle through concealments and ever-deepening mysteries of using the names of the Angolan Police and Immigration to fleece undocumented members of the Nigerian Community money as huge as 54.6 million, 32 million ,30 million kwanzas, etc., with subsequent claims that it was handed over to the respective bodies of government. 

Let us as members of the Community help appreciate this particular attention to either its reality or otherwise as it is being destroyed or upheld. However, let us also brace up for  denials, lies, half-truths, search for scape goat, incredulous machination by these men I mentioned above which will begin    ushering in from now as you read and move to address this petition. Do very well to stop assumptions, but use your discernment to help stop this evil trend and contribute to creating a better Association that will engage the right people for our good. Do not be carried away by the  planned lie revolution with its consequent intimidation as a proper tool that has been, and will follow and  be used. 

Or as may be over used by these men whose names are mentioned above to make you believe such absurdities in their warped sense of continuously saying that all that money was given to any police or Immigration. Please do not let such lies, half-truths, or looking for non-existing scapegoat, conspiracy, stop you from rescuing this Association and placing it on a better stand where it will continue to serve the purpose and act as a front for all Nigerians, both documented and undocumented, pending the day of better government policy for all. The magnanimity of the state never stops; it will come when it will come!

I have been at odds with these men despite my efforts to make them humans with morals for others, but all that efforts results in viewing me as a rain on their parade days, and repeatedly threatened me with police and immigration deportation. They have done the same to many who are vehement in stopping their sinister acts, that is why the majority die in silent and we mistake it for natural peace. There is a bad line  being  walked by those men  mentioned above who only answer to themselves against the established rules and the simultaneous conduct of the affairs of the Association. There is much more than meets the eyes.

I have found myself in a moral dilemma being part of this administration not knowing how wicked and dangerous in mind the men mentioned above are with their complicit in criminal conduct, and the one solution I have is to tell the Community, the Embassy and the stakeholders what goes on in the internal affairs of the Association. This petition is a SWOT analysis and a clarion call to  the Nigerian Embassy and the truthful stakeholders because these men involved in these sinister acts openly brag that nobody can stop them, they see whatever they are doing as one life time opportunity to make  money and establish their personal businesses. They do not recognize that it is leadership and a responsibility that must be accounted for.

WHAT THESE MEN HAVE DONE TO THE UNDOCUMENTED MEMBERS OF NICAA THROUGH OUR GOLFE MARKET COMMITTEE IN THE APPLICATION OF APPEALS TO FEAR, OUTRAGE, TRADITION AND PUBLIC OPINION. EXAGGERATIONS!!!

These men mentioned above fleece, exploit and dangerously expose the undocumented members of the Community to deportation by their actions, ways with which they impose levies on Nigerians using the names of the innocent Police and Immigration in collection of huge amount of money. They shroud collections of money,  envelope it, mask it, cloak it in the names of the Angolan Police and Immigration, creating fear amongst the undocumented Community members and after the huge collections, these men mentioned above share the money among themselves.

Police and Immigration authority do not have hands in the scheme nor does one quarter of such money reach such Police and Immigration whose names are often dropped to enhance such acts in our natural public Relations with them. However, you may find one or two personal friends of  police and Immigration, the very few bad eggs that they use for the coercion in the event that members refuse to cooperate. WE Nigerians like other foreigners do not pay to live in Angola like it is often portrayed through the various appeals above.

We  can only once in a while do public relations with Paltry/Modest sums to encourage Societal Policing. Even while the State looks forward to social responsibility projects that are much more important, we hardly carry that out because the huge sums are shared between these men mentioned above, and they come back to lie that such huge sums were given to police and immigration, and then worked so hard to shield everything in secret from  other elected executive members. What is the truth behind this?

To illustrate the point above, let me tell you here many of such designs, collections and the amount involved. In 2015,without regards to the rules governing participatory leadership, which makes every elected executive committee members privy to anything that must be carried out for or against the interests of the whole Nigerians. Be it at our appointed committee level, or in the general assembly. These men mentioned above conspired behind the elected executive committee members without bringing such project to our knowledge, seeking our input, debating such projects for purposes of its good or otherwise to the community, or giving each elected executive member the opportunity to exercise his rights of oversight and instilling transparency, checks and balances.

These men mentioned above collected 78.000kz per every Nigerian shop in Avo-Kumbi, Golfe. The entire exercise was shrouded in the use of Fiscalization’s name. This exercise is completely new not because the initiative came from Angolans, but because it was designed and introduced by Hope Njoku and Samson Ebigbo, carrying along the vice president and the Secretary General. The Golfe market Authority were never intimated and it left them surprise. It was a collusion from outside into the market by these men I mentioned above for purposes of making money with the name of Angolan Fiscalization and to share amongst themselves.  

The negative implications are that we initiate and teach the Angolan people the evil things that they will develop and use on us  Nigerians. This exercise generated a lot of problems between the Golfe appointed committee and many Nigerians, even the authorized Official natives managing the Golfe market and its environs.  Those who did not make that payment were the Nigerians who ran to the Angolan Golfe market authority, this authority frowned at the exercise and fully defended some Nigerians against Nigerians and their collaborators. 

Especially those Nigerians inside the market, saying that if such tax is official that they are the first to know about it, urging those Nigerians who ran to them not to pay. One would have thought that our leadership should at all times defend us and not expose us and indirectly teach our host dangerous avenues to exploit us. Defiantly, 700 shops made the payments and huge sum of fifty four million, six hundred thousand kwanzas was realized. I’ll like to point out that till the day of this petition, irrespective of our repeated calls for normal briefing/accounts on who and how the money was dispensed, nobody among these men mentioned above has thought it reasonable to brings it to meetings for further discussion and to account. 

Or wants us to know more about the whole cash, and what happened to it,or who they claim to give it. It is still buried in subterfuge and all are still vague. Bad and disrespectful enough, Ebigbo in his pent-up ignorance will tell us that it is a security matter and other executives members are not supposed to know about it, or he will say it is Golfe market Affairs. Forgetting that we appointed all the people working in Golfe and we gave them terms of reference, and they must get certain approvals and report to the executive committee,  even accounts to them.

Secondly, in the  year 2015,Mr Samson Ebigbo led  his group of extortionist, especially his liveried footman in- chief, Hope Njoku,  designed what they call Police card in the Golfe Committee level for all undocumented members of the community in the market and Kilamba Kiaxi axis. This exercise was never brought to the Knowledge of elected executive committee members, either through memo or official executive meeting, the importance, the implications, etc. The card costs 16.000kz per person. Two thousand Nigerians got the purported Police card by coercion.

I said coercion because when everything about the card looks ambiguous and the targeted members became reluctant to get involved, those personal Police friends of their who may share paltry sums of the huge sum were drafted it to arrest and instill fear which is what is needed for all to collect the illegal/fake Police card at 16.000kz.Subsequently,many were arrested and few who already have the Police card were let go and others without it paid to come out of the Police net with Promise to get the Police Card.

Finally, as many as two thousand registered and got the Police card, seeing that some who has were let go off that day of arrest.Meanwhile,32 Million Kwanzas were made from the whole exercise and till this ,it is buried in subterfuge from other executive members after repeated calls for normal briefing, shared information. The prodigious and unprecedented aftermath of the whole registration/collection of the Police card presented to every Nigerian Community member(s) as an immunity from arrest by Police and Immigration was that Mr Samson Ebigbo and co, after making all that cash turned back and advised that the Police Cards be hidden and not shown in the events of arrest. I leave you to imagine the fraud!          

Significantly, and with total disregard to other elected members of the executive Committee because of the conscious notion to hide issues from us and to freely achieve fleece without obstruction from other members of the executive, and never accounting to them, craftily, through trickery, intrigue, sophistry made them to design an illegal police pass, lured their officer friend to buy the idea that whoever has it will be immune to police and Immigration arrest within Kilamba Kiaxi. They  used heavy coercion to push members into registration and  collected sixteen thousand kwanzas per head,(16.000kz) from two thousand undocumented members of the Community.

Against the best practice of first seeking approval from the Nine elected executive members of the Community, our inputs, our exhaustive debate, our consensus or if exigency made them discuss with president, such matters brought to executive for team briefing, etc. Huge sum of thirty two million kwanzas was generated from this second exercise. Like a subtle rogue, designed and executed in secret with its intrigues, we members of the elected executive members did not know about it but anywhere we go, our brothers keep asking us about the authenticity, especially, when they turned back to instruct them to hide the cards/pass and not show it to police or immigration when caught or involved in any arrest.

The whole deal, delicate and faint as it is not comprehensible, but obvious that undocumented Nigerians contributed yet another 32.000.000kz,we called for briefs and accounts as oversight functions, as checks and balances and as transparency demands, but the self-serving myopic criminal tactics fully deployed to disrespect us and keep us away by the leader of the executive, Mr Samson Ebigbo, who incidentally holds forth for others in the orchestrated and executed fleece is that” it is a security matter and other members of the executive must not know about it”. He will ignorantly posit to us that he has a veto power to do or carry out anything without the knowledge of anybody in the executive. 

Questions are: Is there really anything any member of the elected executive committee members must not know about? Could there have been a veto power exercised without debates and a probable vote to break any tie?

Neatly, they have gone on through themselves, through their few myrmidons to spread the words that 32 million was shared to the police and Immigration for the safety and protection of our undocumented community members .It was, and still is a black lie from the pit of hell told to hoodwink and blindfold the people/ fools who dare believe it. Such Self-sealing lies are the real reasons for operating in hidden and unusually, injurious ways. Such self-sealing lies are the real reasons for not allowing the Golfe committee members as appointed, to seek approval from the elected executive members. Instead, like the stooge he made Hope Njoku to be at Golfe market, Hope seeks every approval from Ebigbo Samson and Ebigbo Samson in turn keeps such information from the executive committee members only to use such for the endless manipulations, machinations, deceptions, stratagem, maneouvre and monkey business.

Golfe market is a forepart for their organized fleece, and due to the level of huge money often collected from undocumented members of the community at that market, endless lies must be invented to cover it up. One other handy strategy, or excuse in vogue amongst these men mentioned above now to cover up all the cash collected from undocumented members of our community is to Separate  Golfe market and assume it  independent of NICAA. This vacuous argument is intended  to strip  other executive committee members the original buy-in that has been the working principles between the elected executive committee members and all our working committees.

For the purpose of clarity the Golfe Market is never, has never, and is never intending to separate from Nigerian Community Association Angola. We can only have one NICAA on which everybody who conducts his business in Golfe or elsewhere is an affiliate through his family meetings, Local Govt. meeting, State meetings, etc. In the previous administration, NICAA has one treasurer and even those who manage the Golfe market resort to the elected executive committee for any action. Samson Ebigbo hijacked and turned the process upside down and skewed it to favor himself in his quest to achieve fleece without other members knowledge.

Golfe market like other supposedly independent bodies has never registered to be independent, they are parts and parcel of NICAA and therefore takes all order from the nine elected executive committee members since anybody who functions there work on appointment, and being on appointment mean  you must render account of your stewardship. Nevertheless, in the circumstances we now operate, we may be witnessing moments of  deceit where telling the truth will be a rare revolutionary act, the criminal argument may continue to be”, It is Golfe affaires”. But be reminded that the police card/pass was for all members of the Nigerian Community in Kilamba Kiaxi.

I will present to you when necessary many other Nigerians whose businesses are located in outside Golfe market but registered to get the card because of the original immunity words attached to it. So, it is a Nigerian Community Affairs and never restricted to Golfe alone. And being Nigerian Community Affairs, the whole members of the elected committee members must know, and be briefed, even the whole community, its stakeholders, including the Nigerian Embassy must be privy of how Nigerians and their identity is being protected through the Association, including issues surrounding transparency, accounts. We are calling for the account irrespective of the many strategies which Samson Ebigbo and his few group of exploiters may apply.

Nevertheless, be informed and correctly that one obvious strategy among others is often presenting only five hundred members of the community in a situation where two thousand made such registrations and paid. This is to give the impression that members did not register or get interested enough to turn up for such exercise, therefore much money was not made. This is the reason for unilaterally removing those vehement in calling for account, replacing them with malleable hands who hide the books after cooking and changing figures, as well as imposing figures. 

This act of hoax, ploy led to Samson Ebigbo, Hope Njoku, without respect for due process, nor respect for the elected executive committee members. Unilaterally without information to other executives removed the unanimously appointed Secretary for the Golfe Committee, and in his place they put in a malleable person who has been changing figures to their whims and caprices. No notification was given to the elected executive committee members concerning whatever ills that led to the removal of Secretary, a respected man from the Elders Forum appointed  to instill and put every record straight for the Community at our Golfe Committee level. 

I like to still emphasize that the removal of the Secretary without a complaint to the executive committee was done to cover-up  by Mr Samson Ebigbo and Hope Njoku when the Secretary called for Accounts. They endorsed it and never reported back to the executive committee in  any of the scarce executive meetings. It paved ways for them to subvert, weaken and sabotage, even disrupt documents and impose figures.

Furthermore, in 2016,after all the disaffections among some elected executives because of the criminal subterfuge applied in the first fake Police card, and widening schism it caused among the Police and Immigration as stories rents the air that Nigerian leaders say they pay Police to live in the land. Immigration on the other hand felt slighted  and challenged in their jobs and their names. More Condemnations followed the Police card from the top offices which led to position swaps. However, without yet again the natural team briefing among elected executive members, their inputs, consensus or exhaustive debate on the good or bad of another fake Police card. 

Despite those uproar the first Police card generated against  Nigerians in  the eyes of  Police and Immigration, its illegality and the unfortunate bad identity it created for Nigerians in Angola, and its accounts still in vague and hidden  from other executive members both at Mr Samson Ebigbos level as President who owe such team briefings to other elected executive members before or after such ugly exercise, or Hope Njoku, as the appointed Golfe market committee Supervisor whose terms of reference covers bringing such matter for executive approval before embarking on it.

Defiantly, yet again, these men I mentioned above introduced another Police Card. This time the card/pass was done for the undocumented members of the community at forty thousand kwanzas, (40.000kz) per head. Yet as unrepentant as they have chosen to be, they still  hide issues of huge cash collected from other elected executive committee members, still that our established process of developing and strengthening executive abilities, instincts, transparency, checks and balances and to help grow  resources that will help our Association and communities for it to survive, adapt and thrive was subjugated once again.

They held their secret meetings, did the coercion by dropping the Police and Immigration names for the card/pass, divided it into two registrations of 20.000kz for registration,20.000kz for collection, lied to the vulnerable and Complacent undocumented members of the Community that the card/pass will this time last for one year and immune them from any type of arrest, both Police and Immigration. Conscious Lies!!! One thousand five hundred undocumented Nigerians in Kilamba Kiaxi registered. It took another uncommon risk to find out those numbers because they make it top most secret.

Hence, another huge sum of 30 million kwanzas(30.000.000)And if indeed the Police Cards were legitimate and not a devise intended to fleece others with the names of police and Immigration, the 1500 undocumented Nigerian Community members who were coerced to pay the first 20.000 kwanzas waited for a whole year against the original agreement that the Police Card having a life-span of one year before expiration. At this juncture, therefore, those of us elected executive committee members who did not know anything about it started getting rebuff from most Community members. Many will accost me on the street and painfully complain about it as scam, and when you try letting him to know you do not know anything about it, he gets more angry and ask if you are not an executive committee member.

I leave you to imagine such implications. Others commit the crime and by association others bear the brunt! Unexpectedly, the card purportedly came out in the second week of December2016,already expired if it were indeed a genuine document. In furtherance of the usual coercion with much more force for the cards to be  collected, these men above approached the commandant in the Police post at Golfe market with an envelope to help them commence arbitrary arrest of Nigerians to make them collect the card/pass. However,the good officer turned them down and issue them serious warning. 

Note: While the 2015 Police Card had the Signature and name of the Project Commandant, the 2016 signatures without names were forged on the police cards apart from Mr Samson Ebigbo’s Signature instead of Hope Njoku whose duty it is to sign, but because Mr Samson doubled as Golfe Market Committee President as well as NICAA president. These goes to prove the level of criminal collaboration and while I opined that Hope Njoku is Mr Samson Ebigbos footman in- chief at Golfe Market for purposes of monetary distribution and sharing and hiding facts. Note also that as soon as these cards are collected and money in the hands of Hope Njoku, and others as mentioned above, they will instruct members to hide the cards and not show it at any point of arrest. I still leave you to imagine!

Samson Ebigbo and his group of fleecing Nigerians, without the normal Association’s collective efficacy which is groups shared belief in its joint capabilities to organize and execute courses of actions required to achieve goals and collaborative logic of actions for the interests of all Nigerians rented a hall without proposal to the nine elected executive members of the community: No team members briefing, No inputs, no debate, no consensus. Such a misplaced priority done for selfish reasons! They rented a hall for 14 million kwanzas without regard or disclosure to other elected executive members. 

We want to know the rationale and why it is done in such an isolation without our knowledge and the urgent need when we have a better Secretariat used atimes by the same Golfe committee for meetings .A proposal is supposed to be vetted by executive committee members before such rents. Moreover, we inherited a furnished office from the OKB administration.

Samson Ebigbo and his few group of extortionist, without the knowledge of the NICAA executive board alleged to have bought a jeep for one of their police friends at the cost of Eight Million kwanzas. Awkwardly, this said jeep was bought after spending unspecified amount of money to repair a particular one for the same friend, when it was not workable, they unilaterally undertake the criminality of taking the  Associations money without executive approval to buy a new jeep. Selfishly and irritably, Samson Ebigbo and co, kept the secret from all the executive committee members while he deep hands to buy a Toyota jeep for his kill and divide associate, again, appropriated the old jeep and used it for almost eight months. Against the common ground of leadership, working underground to keep the replaced jeep without bringing such important issue to the elected executive committee members knowledge.

But when the words of his criminal  intentions to keep the replaced Toyota Jeep filtered out, himself, through his lackey, Hope Njoku, quickly converged a meeting of the Golfe Committee members at the Associations Secretariat and told the many vulnerable who cannot understand nor question them that he  bought a jeep for one police friend of theirs, and make them believe they can now keep the old jeep  as Golfe Committee members jeep, and not  NICAA property.

Question is: when have you divided Nigerian Community into parts and choose who to report to? Are you or anybody in Golfe committee supposed to make such huge expense without resorting to the executives? And are you or anybody appointed in Golfe supposed to call to account to the members in Golfe without accounting to the executives who in turn accounts to the general assembly? Between the house you and you rented for 14 million and the jeep you bought for 8 million, another question begging for answer is, between the jeep of 8 million and the 30 million accruing from the card signed by the police which one came first, and which one represents the normal Public Relations the Community carry out for good relations between the Police and the Community?

Who and who made the approval and from where did you draw the money? The obvious conflict of interests emanating from these men above has created odious systems resting on criminal exigencies and a waiting billion lies to defend them. But, methinks Association is our life and it needs men with empathy: those feelings that you understand and I understand and share as one another’s experiences and emotions. It need men who knew and believe in ethics. Nigerian Community is not leveraging any influence from these men because they lack everything it takes to be standing in the gap for anybody.

Samson Ebigbo takes home five Unitel cards every day, Franklin Onyia takes home Four Unitel cards every day, Hope takes home Four Unitel cards every day. These cards are never to the knowledge of other executives. Just their interests, never towards helping to resolve the problems of Nigerians through numerous legitimate channels provided by the name Nigeria and our role in the past to our host which various interactions in this job show me how good and welcoming the hosts are, irrespective of the evil some unleash in the land. Rather, they help  create exaggerated parades of horror and fear, to leverage on it for monetary gains. 

We have no organizational capacity, rather, we have personal barriers created by those who are supposed to be leading.  Take the case of approaching the Golfe Police Commandant to help commence arbitrary arrest to instill fears for our brothers to collect the illegal cards/pass that expired before it came, and has fictitious signatures which will soon become a boomerang. It is verifiable if you want. That Commandant is the only commandant the leaders could not corrupt for their usual kill and Divide game carried out against undocumented Nigerian Community members. At this juncture, another 13200kz per head registration was carried out in the Nigerian Community. Let us use this registration to further illustrate and describe, as well as judge the logic model of these men mentioned above in relation to other submissions I made above concerning money.

Logic Model in Association describes clear linkages, and activities. The 13200kz came from the originators at 10.000kz,but done in Nigerian Community at 13200kz.It was designed and handed down by the leadership of West African Communities in Angola. After the registration of 1086 members at 13200kz per head, the entire cash of over 17 million kwanzas was realized, but seized by the President and the vice President to run their personal affairs. It was supposed to be a census to determine the number(s) of foreigners in Angola, and according to West African Community leaders, would help facilitate some process towards addressing issues of legalization.  

The entire proceeds was given to Franklin Onyia for keeps by the Assistant Secretary General after the later signs a hand written acknowledgement  letter on each day after the exercise. Due to the absence of the Community’s Treasurer, who inevitably traveled and was not available during the registration Exercise. Money collected were given to the vice president for keeps pending the return of the Treasurer. To some executive members’ chagrin, when the Treasurer retuned and the Vice president was approached to pass the entire cash to him, the vice president vehemently refused to disburse the money into the treasurer’s account till today. Every discussion on this has fallen on deaf ears. 

Meanwhile, greater parts of this money was to give every member of the community the Identity cards of the West African Communities in Angola. In addition, parts of the cash was to go to the West African Community to be used as Social responsibility project fund that Nigerian benefit from and other West Africans benefits too who did the same registration and remitted theirs. Let me illustrate this further by teaching a little about Orgology and our organized world. Orgology explains that Associations can act strategically to protect and renew the meaning that individuals give to their lives. In so doing, Associations  survive and thrive and impose their logics on society subtly,  thereby influencing what is legitimate or not.

In turn, individuals reinterpret their multiple Associations and contribute to reinforcing or inhibiting social evolutions. This way of understanding Associations and relationships with society results in a reconsideration of management and the role of Nigerian Community Association and the West African Community Associations. Associations are ubiquitous, especially, the West African Community Association that is fully incorporated and has existed for over 18 years, and has projected, or has spread its tentacles to some legitimate politically exposed members of the Angolan society who can see issues to influence them to the benefits of humanity and not for personal gains.  

Associations confer meaning to all of us, and our attachment to and membership of Associations, either as individuals or as Association to Association have a profound effect on all areas of our lives. However, in the same vain, in this our increasingly turbulent world, some criminal minded men who disguise as leaders, but selfish and dubious, heartless men in the forefront of Associations stop such gains and in turn make Associations run the risk of disappearing or losing their legitimacy. Creating a sense of pointlessness and absurdity. Associations should be understood to mean assembling of several parts to make a whole picture; various social groups come together, assemble resources, control such resources to pursue objectives and establish relationships.

Exchange connections with other social or political entities, which then develop strategies to collectively achieve their common objectives. Our Social world is thus constituted and is driven by multiple types of Associations. Small ones link up with Big ones and objectives are achieved. These explanations above are where we meet/cross with the West African Communities Association. They are registered and have been existing for the interests of all west Africans ,including Nigerians. They freely seek audience with any politically exposed persons in Angola in official writing to call for direct engagement  for the interests of West African, including Nigerians with agendas that borders on Human Rights, Arbitrary Arrests, Police Brutality, Legalization, etc.

They  go to monthly security meetings where real issues of protection of foreigners, their businesses, their welfare and human Rights abuses are discussed with visible actions taken. Their need to be legalized are discussed with passion. At the same monthly meeting often converged by the Topmost Police boss with his Immigration counterpart, issues of arbitrary arrest by police and Immigrations are discussed and telephone numbers put out for West Africans, including Nigerians to call and report directly issues of arbitrary arrest and extortion, even intimidations because the Angolan Government Knows that many, including Nigerians resides here and do business without legalisation.

Nigerian Community Association leadership only accesses this meeting through their official affiliation to the West African Community Association. Moreover, our present NICAA leaders lack the necessary proactive characters to move further than colluding with their personal friends in the Police and Immigration to create fear and turn back to impose tax which puts together huge sums of money for them to share, after manipulating books on the number of people who paid, and after giving paltry, meager to those friends but come back to tell the community that such cash as huge as 30 million was given to individual police friends or shared to police posts .The West Africa Community embarks on Social Responsibility projects.

Social Responsibility is that paramount pillars in free market economy, that often  guarantees stability which in turn nurtures our profitabilities. Example is, it would have been very laudable if Samson Ebigbo bought the alleged Toyota jeep for the entire police station in Kilamba Kiaxi with Nigerian Community Associations Name written on it and presented to them to help fight crime within Kilamba Kiaxi, than buying it for one man. I leave you to imagine the benefits to all Nigerians and the good image Nigerians will enjoy alongside peace and considerations .He choose to buy it for one man because it was not originally intended to benefit all, but to benefit himself and his clique.

To conclude on the 13200kz registration, as soon as the whole money got into the hands of the vice president for keeps pending the return of the treasurer, he colluded with the President and they both turned their back on the West African leadership, branding them Muslim organization, the vice president took 500.000kz bought a car, constructed a new shop at Avo-Kumbi, embarked on endless home trips, from where  he confided in some of his close brothers, telling  them that he was roofing a house he abandoned for ten years due to lack of money. 

After my honest cajoling to come with me to fulfill our organizational responsibility with the West Africa Organization, by remitting our own money to partake in the legalization that we used for collecting the money from the Community, he refused and we fall out, but not without his confiding in me on that the President took 2 million from him in August 2016 to Clear a container load of battery. And that the Secretary General collected 1 million to facilitate an intended trip to London by his concubine here in Angola. It never happened till this moment, nor has he and the president passed the money to the Treasurer. 

The west African leadership called for parts of the money to move towards assuaging nerves at the top to help fulfill certain promises that will benefit all undocumented West African, including Nigerians but to no avail, other remittances from other West African Countries was used to create the peace we enjoy today, and the names above appropriated it to themselves by telling the vulnerable at the Golfe market that it is the money they fleeced from them that was shared to create peace and avert Immigration control. Afterwards, Nigerian leadership in their bid to run away because of the money in their hands do not answer calls again to hear and know when the beneficial security meetings will be held and for Nigeria to take part.

Examples, on the 19th of September 2016,by 10.45 am, a meeting was called by the minister of Commerce where the West African Business Community were lured towards diversifying their businesses into the importation of medicines and foodstuff, with a promise to creating a smooth tax system to benefit them. Before that day, calls were made to both the President and the Vice president but they never attended in fear that it is the money in their hands they are calling for. Again, on the 14th of October 2016,a security meeting was converged by the Guinea Ambassador, calls were made to the president and the vice president but they never turned up.

Thirdly, on the same month, October 25th 2016,a serious security meeting was called to be chaired by the commissioner of police Luanda. It was in this meeting that many secret police agents were introduced and matters of security for foreigners discussed and who to call in times of uncertainty said. Again, the president and the vice were called to attend but refused to come. In defense of the community, I pleaded with one responsible stakeholder in the community to accompany me to the meeting. The aftermaths  result was Samson Ebigbo, Franklin Onyia, Charles Onubuogu returning back to the West African Community leaders with a letter disowning me and asking why I did take Amandi Ogbuene to the meeting.

This was after a lie to the Secretary during his interest to resolve why the Vice President is keeping Associations money instead of the Treasurer, because I once briefed him on that. They lied to him that the money is in the bank, and that the reason the money was not given to the treasurer was because he travels often. Then, during the last days of December 2016,a 200.000kz was given to them. Samson Ebigbo uses NICAA as a personal enterprise to make money and not as an Association that work to organize, engage, save and protect. Example is the attached letter he wrote to NPA Lagos where he is seeking avenue to route ships to Angola. He initiated the letter, wrote it and signed it himself alone without anybody’s knowledge.

The Secretary General after collecting 1 million kwanzas aligned with them and claimed he was privy to it but never signed as Secretary. Gullible dirty old man!!! If the true Rule of thumb is to be practiced like other well-meaning Associations, such letter will first be brought to the executive committee for discussion and exhaustive debate and inputs before embarking on it. This letter will be able to help convey his individual mind set or their collective mind set concerning the Association and why every intended action is buried in subterfuge from other elected executive committee members. That said letter was only made open because it fell into the hands of the Assistant Secretary who got to know the content to the rage of the Mr Samson Ebigbo who now sees it as an offence to bring it to the executive for discussion as the Assistant Secretary’s many wrongs.

Their general definite over -riding strategic factor is doing everything in Secret because of all the cash involved so that they do not account to anybody and nobody  knows what is spent and what is left. The loudest, deafening and thunderous buzz sound/words you hear from them as everyday language is…..”I gave police this, I gave immigration that…” As truthful as these lies may be accepted, what is always the reasons for hiding it from other executives? Every Association with Democratically elected executive committee members, saddled with the day to day running of that Association have a groups shared belief and understanding in their joint capabilities to organize and execute all the courses of action required to achieve goals, especially the goals of handling things as little as  money, public relations. 

This  is where these men mentioned above with acquisitive nature, over-blow, and portray themselves as criminals with bad intent. The amount of cash collected from the Golfe branch of NICAA is too big for the mere issues of the Community Public Relation as they want all to believe. Or is it possible that such amounts was carried out and given to our contemporaries in Police and Immigration? The Association can never exhaust One Million in a year in trying to engage and solve our issues of mere Public Relations, we are not in any Hobbesian Society where life is said to be brutish and short. Except for those who imagined it for monetary benefits ,then create it. 

Luanda, Angola is going through one of the most peaceful times based on the latest social engineering embarked upon during these days of economic meltdown, especially amongst foreigners, except for outright criminals. Whereas issues like the Public Relations are for the executive who, under normal circumstances seats to map out particular sums of cash with executive consensus for the leader of the executive Committee  to carry out anytime duty demands while we have already known how much and everything involved. But because of “CONFLICT OF INTERESTS” heavy on these men mentioned above, on daily bases they tends to create a state of Pandemonium through their personal friends in the police and Immigration to find avenues and justifications to fleece undocumented Nigerian members of the Community who hassle to keep food on the table for their families back home.

They create Uproar, fear, lies! They betray, blackmail their own, turn around and impose tax on them shrouded in the names of the Police and Immigration. Afterwards, use coercion on them for the payment, and share the cash among themselves, and for those who are vehement in stopping them, they brand them thieves, intimidate them, lock them up in the police and deport them. Sometimes, they gave them out as criminals even when they  know the real criminals and are the ones who facilitate their coming to Angola through various charges they collect from them to infiltrate the Immigration at the Airport to bring them inn. 

Why do they choose to bow alone in doing nine peoples job if they have no criminal intention and truly have nothing to hide? Why did they suddenly change the rules and in its place put deception and intrigues? Why do they stop the Golfe Committee appointed by the nine elected executive committee members from taking orders from the same executive committee instead of Mr Samson Ebigbo alone? Why did Mr Samson Ebigbo and co  hijack the Golfe Committee and instead use it now as a convenient front to fleece our vulnerable and  undocumented members of the community with exaggerated fears and the dropping  of the Police and Immigration?

Usurping the powers of other elected executive members in their bid  to instill checks and balance transparency? Is Golfe committee supposed to report to Mr Samson Ebigbo and Co in the Secret while we remain in limbo and bear bad name because of our association with them in NICAA? What informed their present advocacy for seeing Golfe separate from NICAA, even when the functionaries are collectively appointed by NICAA executive Committee? My take on their inability to answer these questions is because these men planned the fleece from the first day, remembering here now that Ken Ani once advocated that Golfe Committee conduct their own election to elect their management but Hope Njoku and Samson Ebigbo kicked against it, why are there championing it now? 

Will it stop them from accounting for all the money they collected from the vulnerable undocumented Nigerian Community members with Police and Immigration name in Golfe market? And it became clear that because of the present economic situation in the world due to oil price, that affected our host country, Angola, making them step down on many policies, especially, policy of constant Immigration control and  arrest of foreigners. These men mentioned above caught, seized inn on it to collect millions from our undocumented members of Nigerian Community, share among themselves and went on perpetually to drop the innocent names of the Police and Immigration as the people they gave millions for the present peace and tranquility, contentment and restraints we are witnessing.

It is criminal and the negative implications is that the state and the Authority is sad that some people exploit their magnanimity, and see their simplicity as stupidity. We may have to answer for it at the right time. As an elected member of the executive committee, and with knowledge of what goes on in Luanda today, the Nigerian Community Association members trading in Golfe market are being criminally asked to contribute money to be shared by Samson Ebigbo, Hope Njoku, Franklin Onyia and Charles Onubuogu. The Angolan Police and Immigration does not call for the amounts of money these men claimed to share and lie that it was given to them. 

These men I mentioned above are using a strategy called APPEAL TO POPULAR OPINION, or APPEAL TO TRADITION; Such arguments assume that when many people has for long agree or hold on some issues for a long time, they are likely to be right resorting to such issues, opinions, agreements fallaciously even when it is not true. They appeal to the undocumented members of our community’s fears, pity, emotions, creating imagined sad circumstances in which every undocumented member(s) will be arrested and deported or put in prison if they refuse to pay any specified amount. 

Problems only arises when they go behind and in collaboration with their dubious friends in the Police and Immigration such blackmail deal is sealed, they will in turn come around the Golfe market where the concentration of Nigerians are more to stir up fear without a balanced estimation of the real dangers,  and not bringing it to the nine member executives, nor seeking approval of how much to tax members from the nine executives. It becomes more outrageous  and exaggerated, more over such exaggerations only gain support among the few people who orchestrated it and will do anything to justify it unilaterally for its gain that often come in huge sums of money collected and figures changed internally, facts hidden, and  with impunity, because according to them, people are too busy to ask, especially the main stakeholders in the community, and our Embassy is often aloof.

They use non-existing Police and Immigration fear of arrest to fleece, exploit, and dehumanize their brothers, often painting scary pictures of arrest, closure of shops. Appeal to fears is fallacious when they are overdone or exaggerated in order to lead our undocumented members of the community away from an accurate assessment of the risks that really exist. My personal investigation shows that the fears and the fake cards that generated over 100 million kwanzas in the two occasions it was done for our brothers at Golfe without the knowledge of the nine executive committee members are often being amplified and abused.

It is appeal to outrage! Everything is terribly objectionable about the deliberative maneouvre, the trickery and exclusion of the executive committee whose duty includes debate of such matters, approval, briefing, inputs, and advice. Instead, everything was buried in subterfuge, deceit, intrigue, cunning,  sharp practice and manipulations till this moment. We must not let such appeals that have fleeced our undocumented members be swept under the carpet. Now we know, we need to become aware that everything must be critically evaluated. It is all self-sealing positions/arguments constructed with bad minds and laced with vacuity.

How can you collect 30 million kwanzas behind other executives and said you shared it to the police and Immigrations, and that it is a security matter that cannot be divulge to others who are elected to work with you and instill checks and balances? Such self-sealing positions are as sneaky in sound and in deed, as it is unacceptable. It is mindless invention of an hard hearted criminals, or an ad hoc arbitrary ways of dismissing possible criticism. The clairvoyance of these men mentioned above only points to interfering conditions without going further to the trouble of saying who and what and when. They use the words of police and immigration in such a way that such positions seem to become true by definition.

Why are you hiding it from other executives if it is indeed a self-sacrificing to the community, and to the many undocumented members of the community? Now, therefore, let me specifically allow you to study these two situations to conclude that many things are invented and made to look dangerous in order to fleece, exploit and blackmail many of our undocumented brothers for huge sums of money. According to Emile Durkheim, the definition of a situation is real in its consequence. 

We must never allow a perceived falsehood to become the Nigerian Community’s reality, and by extension taking with it many with human discernment. Such  defined position and the way things happen here act as though the created exaggerations, appeal to fears and outrage, opinions, and such falsehood as a created situation to fleece become real and we apply ourselves in that narrowly defined perspective.

In the month Sunday Aninze and others were deported to Nigeria, it was the same month that Mr Ebigbo Samson, Hope Njoku, Franklin Onyia, Charles Onubuogu went behind other members of the executive, to collect 30 million from the first Police Card in  Kilamba Kiaxi and said it was shared among the police and Immigration, an exercise that went with so much coercion.  30 million kwanzas made from it was purported to be given to the Police whose signature appeared at the back of the fake card according to insinuations coming from the leader of the extortionists.

Worst still, the six men spent 5 days in the Police cell and under Police custody without the intervention of the man who took hold of such amount of money, and whom one Toyota Hilux jeep was bought for. Sunday Aninze and others were  later taken to the court, convicted for Immigration offences and sent to Immigration cell for onward deportation. Let us critically analyse/examine the report above and without bias reach a conclusion. Use 30 million as a focal point based on your understanding of the society we live in, again remember that Sunday Aninze and others are never involved in street fight or criminal acts.

In this land no Police man will receive ordinary 1 million, or 2 million without being your friend and to help you solve little fracas involving you and anybody, not to talk of community issues involving those who work for the community towards organization which Angola love most. I mean the Society task that foreigners properly organize themselves. Now, therefore, why didn’t all that money as shared, in truth according to Hope and Samson,  almost the same time made those who collected it influence the release of Sunday Aninze and others? After all they were never involved in Robbery or other bad things but mere altercation in line of their duty as Golfe Committee workers. Beg the question for yourself!

Secondly, the vice president’s younger brother was arrested and deported within the last days of April 2017.They went to his shop at Avo Kumbi, arrested the man in the present of the vice president who made all the calls to even his Lucifer friends whose names are often dropped as those who share from 30 million kwanzas but to no avail. These two incidents can help you appreciate the facts that those huge money gets to nobody but Mr Samson Ebigbo and others mentioned above. The Police and Immigration are investigating the use of their names for such acts, its damaging effects and the consequences in due course and 30 million kwanzas was shared.

He made all the phone calls as the de facto and almighty, well connected vice president of the community but to no avail. Even, he incurred the rage of the Oga that his suspected resident card was seized for some days and a fine imposed on him. What I want everybody to know by these two submissions above is that these men mentioned above do not engage, connect with the right and reasonable officials to put the interests of Nigerians on the table for official attention with all that huge sums of money they collect behind other executives without accountability and transparency, but few evil ones they use to carry out fleece. Their intentions are very clear, and that is to use the names of the Police and Immigration to create fear and impose money on the undocumented members of the Community.

Conflict of interests that is  awkwardly and recklessly exercised at the detriment of our undocumented Nigerians for  monkey-business with their personal, dubious police and Immigration friends by blackmailing our undocumented members of the community, exposing them and cooking up fears to open their wallets for money which they share and  only give these their few dubious friends paltry sum  in the name of leadership clothed in self-sealing intentions. That is the many reasons for keeping it off the table or knowledge of other elected executive committee members who are collectively saddled with the responsibilities of putting heads together for checks and balances, transparency.

Putting monetary interest first led to the arrest of the Treasurer and the Assistant Secretary General between Feb/March 2016.How? During the Yellow Fever outbreak, Samson Ebigbo and one Mr Anthony Oforedu, also called Sosoliso,  the committee chairman on Education and Enlightenment went behind to import Yellow Fever Vaccine after calculating their monetary gain if administered for 1500kz per person. Without knowing that all over the world vaccines are not paid for. While we were busy helping to administer the vaccine innocently as men working innocently for the community, neighbours alerted the police, telling them that Nigerian Community is collecting money. 

We were raided like thieves, and those who could not escape were the Treasurer and the Assistant Secretary General who spent  days at the Police cell. Others, including the Chairman of the Committee, Mr Anthony Oforedu, Sosolisso, escaped. This is the direct implications of turning the rules of collaboration, common ground, collective efficacy, brainstorming among elected executive committee members upside down just as a result of conflict of interests. 

If we had sat in a closed door meeting to debate and analyse the Pros and Cons in relation to vaccination, may be those who have a better world view of things and issues would have contributed the facts and the arrests and embarrassment stalled. But because everything they do is quantified by the amount of cash that will be gained and for themselves alone, Angolans come to see us and our identity as criminals who collects money from  vaccination.

Towards the end of last year 2016,Mr Samson Ebigbo moved to subvert the existing constitution when he went against Article 11,by telling individual to start making direct registration with 8.500kz,instead registration by Town Union, Local Government Union, as specified by constitution so each one of us can always identify ourselves as Nigerians. Note, that any change to the constitution demands that the Secretary writes all the Union that made up NICAA, notifying such changes, and a general Assembly called for a two-third vote to effect the constitutional change. 

My investigation show that the reason for the call for individual registration was because the Secretary was complaining of being short-changed in all that cash in their hands as they did not give him enough and they moved to comfort him by telling him to undertake the exercise as the Secretary General so cash enough cash can also be in his hands too. Again, they said is for ID cards, but these must be done through respective town unions, etc. Even the money included in the West African Association for our Nigerian members ID cards were seized by Ebigbo Samson and Franklin Onyia till date for refusing to remit the money.

Mr Samson Ebigbo and his clique through Alhaji, released 14 containers which they added two hundred thousand kwanzas on each container. Two years has almost gone without remitting the supposed money to NICAA. Another notch  in the bedpost of shady nondisclosures of money collected you may say. They operate with astonishing dysfunctions, their bizarre styles of fleecing is unrivalled. They live with this mentality and orientation that everything about voluntary leadership is how much you make from the people without adding any change to their life. Their life and understanding of love, care, concern for the well-being of others are so warped and their  senses so twisted that all of them, or majority of them seem comfortable with a whole live of contradictions.

A SWOT analysis of the present Nigerian Community Association Angola led by Mr Samson Ebigbo and others mentioned in this petition shows that, according to Shakespeare, “If this feather not plucked from Caesar’s wing, it will make them fly an ordinary perch’. For the benefit of many in the community, SWOT means, Strength, Weaknesses, Opportunities, and Threats that face Associations, could be leaderships, etc. It identifies the positive and negative aspects and effectiveness of an Association. The Nigerian Community Association is heading to its precipitation, and by the ways these men mentioned above are negatively engineering it, it will drag to its end somehow taking in derogation every Nigerian no matter his or her integrity or identity here in Angola.

It will convey on the followers something abnormal, an absurdity not found in voluntary leadership Dictionary. It will leave many disoriented, bewildered and lost, and they will go on in their lives believing these acts of criminality as tenets of leadership. Any attempt not fully addressing these whole issues raised here will subject the Association to ridicule, and encourage more impunity and strife. Associations do have impact on our daily existence. Associations are the matter of our lives. Associations contain definition of roles and tasks based on the specificities and particular environment and the engagement and confrontations facing members at a time.

Associations have   mission, control and direction; Associations pertain to a competitive environment that affects members ability to protect themselves from certain limitation. Nigerian Community Association as it is run right now and under these men whose names appear above are not  seeking  advantages for ensuring our continued existence and operation, they came with sinister mission: to leverage the names of undocumented members of the Community, the Angolan  POLICE,IMMIGRATION for money making! The goals we pursue with our partners have been taken over by conflict of interests arising from atrocious, horrifyingly wicked, brutal, barbaric, merciless, heinous and villainous low inhuman diabolic men like these names mentioned above.

If we fail to address the ideas of allowing criminals who mask as leaders to foist themselves on us, we risk loss of identity, stigmatization and loss of value proposition. We must be taught to hold to some standard operating procedures that must involve team work. We have enough catalyst to cause the positive change we need and the civic engagement to help engage the right people. I leave you to imagine taking 30 million kwanzas in one hand and seeking audience with the Minister of Interior begging for just bulk issuance of working visas for our established brothers here! This is the kind of engagement we need in the community and not using the names of police and immigration to fleece undocumented members of the community and taking a self-sealing position. 

Imagine using 8 million kwanzas to buy a Police Truck to help enhance the fight against crime, others. Do not forget that anywhere in the world, especially a good country like Angola where people get fully established in their business without legal documents, it call for social responsibility to help for our peace.

Finally, I will appeal to the Nigerian Embassy here in Luanda, the Elders Forum, the Golden Club of Angola, Family and State Meetings, Stakeholders. One noble Canadian has this to say: “There is no earthly hope for a man who is too lazy to acquire enemies. Be forthright and you will acquire enemies, be truthful and you will equally acquire enemies.” I have learnt in life that you cannot reason with anybody who is not dealing with you in good faith. I demand that the Embassy in their capacity should please call all inclusive stakeholders meeting, set up a caretaker committee that will call for methodical and comprehensive account/audit of the union so far.

According to Article 19 of the constitution in use now, audit of accounts must be done annually and a report given to the general assembly annually .Two years has passed and over 150 million kwanzas has come in and out through the Golfe Committee, and not one audit or account has been done for members because these men above choose to bow alone and to suppress facts, and make it look like Golfe Market is another country’s Association and no longer Nigerian and parts and parcel of Nigerian Community Association. 

I equally demand the disband of the present executive committee because these men mentioned above have hijacked it and use it as a means of making illicit money by navigating completely out of our value proposition, volunteer principles, Accountability, our best practice, our bilateral understanding, our business and leadership model/design that largely expresses the logic of the Association, the way it plans to operate and how it intends to create values for its stakeholders. These men with their names mentioned above have neglected other members of the executive, their buy-in, brainstorming, capacity building, collaborative and collective efficacy, common ground and debate. 

Our ethics and empathy, cataclysm has been thrown overboard by these few men above as mentioned, and in its place they foist hierarchal criminal dominance, corruption, conflicts of interests, coercion, propaganda, reprisal, stagnation, singularity, trick, twist, bizarre and uncanny dispositions strange to participatory leadership. Note, because of the degree of incredulity, narcissism, subtle rogue and oddity, deceitfulness with which these men masked their many nefarious schemes to fleece undocumented members of the community, and to expose them to dangers, if the Embassy and other stakeholders mentioned here fail to act, they may  well be helping to encourage those who are coming behind with the worst intension to lead NICAA.

They may be indirectly helping to create factions and give criminals opportunity to see the voluntary organization of ourselves in diaspora as a business of sort without consequences for any wrong doing as we are witnessing now among these men  whose names I mentioned above. Like evil role model, they have shared so much of the community’s money/resources which can lead to the disappearance of the Association. Morality of actions should be judged according to its consequences; I mean virtuous actions!  You may notice some veil of pretended ignorance, but look beyond it.

Your arbitration in this petition will serve as base and deterrence to others today and in future. We are still young and growing as an Association; take your place and help us instill discipline. We cannot claim to be brothers and sisters and at the same time use one another openly for illegal money making. We will be bad role models and if without consequences for those who go against rules, how can we ever lure good catalyst to the Association? 

Note: these men above lie for a living and they erroneously redefine integrity to mean the ability to hide or hoodwink others through intimidation and cover up for their sins to remain undisclosed. Nobody assumes a leader by such despicable, awful and odious idiosyncrasy. Leaders are impeccable, blameless and above suspicion. Do not let these present executive, especially, these men mentioned above help organize the coming election for whatever reason. They must not have hands in who will contest, who will be screened, etc. as they are one bad apple that must be removed from the whole of others. Do not under-estimate the facts that not too many people writes petitions like this or inundate the embassy with other detestable and heinous crimes on one another, especially from these sets of few who are legal, to many undocumented members of the community. The undocumented are vulnerable and are fully fleeced by his Nigerians than the Angolans.

The greatest danger they face is not the host but our own brothers, especially some who are favored with the resident card or other forms of legalization. They are monstrous and inhuman in dealing with others, many are fiendish and hellish, horrible! They are the ones who teach the host whatever bad thing meted on Nigerians. Angola is not as terrible as people paint it because if you are conversant with nations and sovereignty, you agree that many have fully established business here without legal documents yet.

Once again, I respectfully challenge the Nigerian Embassy, our Minister/Consul to  help the Community of Nigerians retrieve  the community from the brutish, savage, vicious, merciless, pretentious,  infernal dark subtle rogues in Mr Samson Ebigbo, Franklin Onyia, Charles Onubuogu, Hope Njoku and their up-coming myrmidons.
