Ecowas mediates, sets agreement to resolve Guinea Bissau crisis
A presidential mediation mission visited Guinea Bissau; objective of the mission is to establish inclusive dialogue process to resolve their crisis
A presidential mediation mission visited Guinea Bissau, this Saturday, September 10th, 2016.
This mission led by His Excellency Mr. Alpha Conde, President of the Republic of Guinea, designated ECOWAS Mediator, with his Excellency Ernest Bai KOROMA, President of the Republic of Sierra Leone is mandated by the 49th Session of the Conference of Heads of State and Government of ECOWAS, held in Dakar, June 4th, 2016.
The objective of the mission is to establish an inclusive dialogue process to resolve the crisis in Guinea Bissau.
Having considered the report of the Ministerial ECOWAS mission, composed of the Foreign Minister of Liberia, the Minister of State, Secretary General at the Presidency of the Republic of Guinea, the Foreign Minister of Sierra Leone and the President of the ECOWAS Commission, the presidential mission met with the President of the Republic of Guinea Bissau, His Excellency Mr. José Mario VAZ.
The mission also met with political and institutional actors in the crisis: the President of the People’s National Assembly, the Prime Minister, the PAIGC (African Party for the Independence of Guinea Bissau and Cape Verde), the PRS (Social Renewal Party) and the Group of 15 dissident members of the PAIGC and the parties represented in the National Popular Assembly.
The presidential mission had fruitful discussions with the P5 Group composed of representatives of the international community in Bissau (United Nations, African Union, European Union, ECOWAS and the Community of Portuguese Language Countries ‘’CPLP’’).
After fruitful discussions and with the agreement of all stakeholders, it was decided an exit roadmap crisis in six (06) points:
Gather all stakeholders inclusive dialogue around a table based on a platform bringing together the 15 dissident MPs , the PAIGC , the PRS , the other parties , civil society and religious and traditional leaders ;
Form an inclusive consensus government for the implementation of the outcome of the round table platform to run the country until the next elections in 2018;
Engage the reform of the constitution, electoral laws, the party charter, the reform of the territorial administration and the strengthening of justice for more credibility.
It appears from the analysis of 43 years of independence that no Head of State elected was able to finish one term and no government could conduct its program on a warrant.
It will redefine the role of the executive, the role of Parliament and the role of the judiciary ;
Establish a monitoring and evaluation mechanism with three (3) levels :
– Transform the Office of the Special Envoy of ECOWAS in Guinea Bissau in a permanent office with a monitoring team of the platform program ;
– Strengthen the role of mediator with his involvement in his conciliatory role of the different parties to the conflict,
– Create a ministerial committee under the aegis of the President of the Council of ECOWAS Ministers for periodic assessment (quarterly) for the implementation of the program from the platform.
Implement the Reform of Defense and Security Program in Abuja after a review involving the coordinator of the Program and the defense minister of Guinea Bissau ;
Proceed to the gradual demobilization within six months of ECOMIB after the formation of a contingent of the Guinean army to supply ECOMIB in its protection of institutions and high officials of the state.
The presidential mission recommends:
– To the political and institutional actors of the Republic of Guinea Bissau to put above personal and political contradictions, the major interest of the people of Guinea Bissau. To ban any behavior that exacerbates mistrust and led to exclusion;
– Requests the President of the ECOWAS Commission, the President of the Republic of Guinea Bissau, the Prime Minister and the President of the National Popular Assembly to take all appropriate measures for swift and concrete implementation of this roadmap.
The mission of ECOWAS Heads of State thanked the President of the Republic of Guinea Bissau, His Excellency Mr. José Mario VAZ, political and institutional actors and the populations of Guinea Bissau for the fraternal and warm welcome extended to him was booked.
The different parties undertake to implement and promote this Agreement.
