EFCC boss under fire for aiding land fraud, protecting IGP’s female ally

A civil rights group has accused the Chairman of the Economic and Financial Crimes Commission (EFCC), Ola Olukoyede, of deliberately undermining the prosecution of a notorious Abuja-based land fraud suspect closely linked to the Inspector General of Police, Kayode Egbetokun.

Diaspora Digital Media (DDM) gathered that the suspect, identified as Rebecca Omokamo Godwin Isaac, also known as Bilikisu Ishaku Aliyu or Becky, has been at the center of several fraudulent land transactions in the Federal Capital Territory, Abuja.

According to the Initiative Against Human Rights Abuse and Torture (INAHURAT Nigeria), alongside prominent human rights lawyers, the EFCC Chairman has failed to implement key court orders that would have led to the confiscation of properties allegedly acquired through criminal means.

The group expressed outrage over EFCC’s alleged refusal to execute interim forfeiture orders issued by two Federal High Court judges on properties located in Guzape and Katampe districts.

Justice Obiora Egwatu had ordered the interim forfeiture of plots 4022 in Guzape and 1861, 1862, and 1863 in Katampe in March 2025.

The refusal to enforce these orders, the group said, undermines judicial authority and casts doubt on the sincerity of the anti-graft agency’s fight against corruption.

The suspect, Rebecca, is said to have forged land titles and impersonated owners of several properties, including those belonging to a 79-year-old widow, Hajia Colleen Mero Yesufu.

She allegedly used falsified Corporate Affairs Commission (CAC) documents, forged Power of Attorney, and fake police reports to secure court injunctions and defraud unsuspecting buyers.

INAHURAT claims she has continuously relied on VIP police protection provided by IGP Egbetokun to intimidate victims and evade justice.

Barrister Maxwell Chibuike Opara, Lead Coordinator of INAHURAT, accused EFCC Chairman Olukoyede of attempting to withdraw charges already filed against the suspect at the FCT High Court.

He revealed that while the EFCC initially arraigned Rebecca and her husband at the Federal High Court on June 18, 2025, the commission has deliberately delayed her arraignment on related charges at the FCT High Court under suit number CR/100/2025.

Opara condemned the EFCC boss for inviting only the suspect for questioning last September and for attempting to coerce Hajia Yesufu into a private settlement, which she refused.

The widow, since then, has faced repeated threats, intimidation, and harassment allegedly orchestrated by Rebecca with police support.

Despite these developments, the EFCC has yet to proceed with the full prosecution of the case.

The civil society group further questioned the relationship between IGP Egbetokun and Rebecca, especially in light of her receiving continued armed police protection, even on properties under dispute.

INAHURAT demanded the immediate withdrawal of police officers stationed to guard the suspect and her properties, calling it an abuse of public resources and obstruction of justice.

They also called for an urgent, independent investigation into the forged documents used by the suspect, particularly a suspicious police report dated August 22, 2014, reportedly issued from Zone 7 Police Headquarters—where IGP Egbetokun previously served as an Assistant Inspector General.

Opara stressed that the use of forged documents in court to impersonate Hajia Yesufu and to obtain land by fraud points to a wider institutional failure.

He warned that if no action is taken within days, INAHURAT, alongside Hajia Yesufu and more than 60 other victims of Rebecca’s alleged scams, would embark on a peaceful protest to the Presidential Villa.

“We will take our cries directly to Mr. President if justice continues to be denied,” he said.

When contacted by reporters, EFCC spokesperson Dele Oyewale requested a copy of the court order, which was sent to him, but has since failed to respond or return further calls.

The group is now calling on President Bola Ahmed Tinubu, the Attorney General of the Federation, the Police Service Commission (PSC), the Ministry of Police Affairs, and the Office of the National Security Adviser to urgently intervene.

They want a comprehensive investigation into the EFCC’s and Police’s conduct, and full implementation of all court orders to deliver justice to the victims.
