ENUGU, NIGERIA — The African Democratic Congress governorship candidate for Enugu State, Ocho Obodoeze Chukwuma, has proposed the strategic deployment of high-definition CCTV cameras across identified security flashpoints in the state, as part of his comprehensive security framework contained in The Foundation of Redefined Governance.
According to the manifesto, the CCTV systems will be installed in urban centres, highways, and vulnerable communities including Uzo-Uwani, Isi-Uzo, Aninri, Ezeagu, Ugwuogo Road, and other areas identified as security flashpoints. The cameras will transmit real-time intelligence to emergency response teams, supporting crime prevention and rapid intervention.
The proposal forms part of Ocho’s plan for a modern, intelligence-driven, and technology-enabled security architecture that combines technology with professional law enforcement.
“Security in the 21st century cannot be left to manpower alone. We must leverage technology to enhance our ability to detect, prevent, and respond to crime. The deployment of HD CCTV cameras across our security flashpoints will provide our law enforcement agencies with real-time intelligence and enable them to respond swiftly to incidents,” Ocho stated.
The ADC candidate explained that the CCTV systems would be integrated with a central monitoring centre, where trained personnel would monitor feeds around the clock and coordinate with emergency response teams. He said the system would also be linked to the proposed Integrated Security Control Centre, which would serve as the nerve centre for the state’s security operations.
“The cameras will not just be installed and forgotten. They will be monitored in real time, and the intelligence gathered will be used to prevent crime and to respond to incidents as they happen. This is what a modern security architecture looks like,” he said.
Ocho also emphasised that the deployment of CCTV cameras would be done in collaboration with community leaders and security agencies to ensure that the cameras are placed in the most strategic locations. He said the project would be implemented in phases, with priority given to the most vulnerable communities.
“We will work with traditional rulers, community leaders, and security agencies to identify the most strategic locations for the cameras. We will also ensure that the project is implemented in phases so that we can reach as many communities as possible within the shortest time,” he said.
The ADC candidate said his administration would also invest in training and equipping security personnel to operate the CCTV systems and to analyse the intelligence gathered. He said the government would partner with technology companies and development partners to ensure that the system is robust and sustainable.
“Technology is only as good as the people who operate it. We will invest in training our security personnel to operate the CCTV systems and to analyse the intelligence they generate. We will also partner with technology companies to ensure that our systems are up to date and that they meet international standards,” he said.
Ocho’s proposal has been welcomed by security experts and community leaders, who say the deployment of CCTV cameras would enhance security and improve response times. The Chairman of the Uzo-Uwani Local Government Area, Hon. Cornelius Nnaji, said the initiative would address the security challenges facing the area, which has been a flashpoint for criminal activities.
“We commend Ocho for this initiative. Uzo-Uwani has been a flashpoint for kidnapping and other criminal activities, and the deployment of CCTV cameras will go a long way in addressing these challenges. We urge the government to implement this project without delay,” Nnaji said.
The proposal forms part of Ocho’s broader security framework, which includes strengthening Neighbourhood Watch Services, Community Response Teams, and Forest Guard Units across the 17 LGAs, as well as stronger operational support for security agencies, improved communication infrastructure, and regular engagement with traditional rulers and community leaders. For now, his message is clear: a modern, technology-driven security architecture is essential to protecting lives and property in Enugu State.
