Organizing of Host Communities Engagement
Oil-producing communities in Imo and Abia have resolved to initiate and execute community-focused projects in line with Petroleum Industry Act (PIA)..
The meeting held at Rockview hotels Owerri on Wednesday July 9th attracted dignitaries from Oil Host Communities.
Addressing participants during a town hall meeting in Owerri, the National President of the Host Communities Development Trust (HCDT), Dr. Benjamin-Style Tamaranebi said host communities have resolved to drive sustainable development using the statutory 3% contribution from oil companies, known as settlors.
Dr. Tamaranebi stated that, apart from challenges, the communities have begun undertaking meaningful projects that directly impact their people.
He enjoined community leaders to prioritize projects that improve the welfare of their people, as mandated by the PIA act.
Speaking, the NUPRC Chief Executive, Mr. Gbenga Komolafe—ably represented by Mr. Daniel Atama—reminded stakeholders that the 3% contribution is an obligation under the law, not a charitable gesture.
He emphasized the need of investing in essential sectors such as education, healthcare, and vital infrastructure.
Komolafe enjoined host communities to protect oil installations within their domains and assured them that any legitimate grievances should be formally reported to the NUPRC for prompt attention.
Aldo, the National Secretary of HCDT, Eze Emmanuel Assor, expressed concern over the delay in the release of the mandated contributions by the oil companies since 2023, appealing for timely disbursement in appreciation of the communities’ patience and cooperation.
The Chairman of Abia’s host communities, Chief Maxwell Wabara, advised both the NUPRC and oil companies to re-evaluate their strategies to ensure host communities receive equitable treatment and not neglect.
A Commissioner under Local govt Civil Service Commission, Stanley Okwuosa called for transparency in the management of the PIA provisions.
He recommended that the NUPRC and settlors disclose their budget allocations for host communities from 2022 onward to promote accountability.
Representatives of the oil companies were notably absent from the meeting.
Traditional rulers from host communities, Board of trustees, advisory and Management committees, communities leaders and stakeholders were visibly present at the meeting.
