ABUJA, Nigeria — The House of Representatives is pushing for a comprehensive review of Nigeria’s aviation laws, including changes to the revenue-sharing framework governing funds generated by the Nigerian Civil Aviation Authority (NCAA).
The proposed reform comes as the NCAA’s revenue reportedly reached N1.13 trillion, prompting renewed debate over how funds generated from the aviation sector should be distributed and utilised.
The lawmakers are seeking to update the existing legal framework to reflect the changing realities of Nigeria’s aviation industry and strengthen the financial and regulatory structure of the sector.
Under the proposed overhaul, the National Assembly is expected to examine the current revenue-sharing arrangement and consider a new formula that would determine how funds generated by the NCAA are allocated among relevant government institutions.
The move is aimed at ensuring greater efficiency, accountability and transparency in the management of aviation revenues, while also providing adequate funding for regulatory operations and the development of critical infrastructure.
The aviation sector has faced several challenges in recent years, including infrastructure gaps, regulatory concerns, rising operational costs and the need to improve safety and service standards. Lawmakers believe a stronger legal framework could help address some of these challenges.
The proposed review could also redefine the responsibilities and financial relationships between the NCAA, the Federal Government and other agencies operating within the aviation sector.
Members of the House of Representatives have argued that the growing revenue generated by the NCAA makes it necessary to ensure that the funds are managed in a manner that benefits the wider aviation industry and contributes to national development.
The lawmakers are also expected to examine whether existing legislation provides sufficient safeguards for the effective management of aviation revenues and whether regulatory agencies have the resources required to perform their responsibilities efficiently.
The proposed reform comes at a time when Nigeria is seeking to strengthen its aviation industry and position it as a more competitive component of the national economy.
Stakeholders in the sector are expected to contribute to discussions on the proposed amendments, particularly on issues relating to revenue allocation, regulatory independence, infrastructure development and passenger safety.
If approved, the proposed changes could significantly alter the financial structure of Nigeria’s aviation sector and determine how more than N1 trillion in annual revenue is managed.
The House is expected to continue consultations and legislative proceedings on the proposed overhaul as lawmakers seek to establish a modern aviation legal framework capable of supporting the sector’s growth while ensuring that public revenues are properly accounted for.
