Rivers Assembly Delay: Administrator Blames Contractor’s Incompetent Execution

The Administrator of Rivers State, Vice Admiral (Rtd) Ibok-Ete Ekwe Ibas, has expressed deep dissatisfaction over the delayed progress of the ongoing reconstruction work at the Rivers State House of Assembly (RSHA) Complex.

During an inspection visit to the project site on Friday, July 11, 2025, the Administrator described the level of work as “grossly abysmal” and far below the expectations of the state government.

According to Diaspora Digital Media (DDM), Ibas condemned the contractor’s slow pace of work and stated that the current progress was a clear deviation from the agreed timelines and contractual obligations.

“On the performance level right now, I think the contractor needs to do more,” he declared.

“From the reports rendered by the consultants, they are not moving fast enough, and that is not good enough.”

He warned that such laxity and delay will no longer be tolerated on critical state infrastructure, especially one as symbolic and strategic as the House of Assembly complex.

Ibas emphasized that the project must be delivered on time in order to uphold the integrity of governance and legislative operations in the state.

To resolve the ongoing challenges, the Administrator announced plans to convene a high-level meeting with relevant stakeholders to address any lingering bottlenecks, remove administrative delays, and fast-track project delivery.

“This project is of strategic importance. Any further delays will not be tolerated. We must all commit to doing what is necessary to meet the expectations of the people,” Ibas reiterated.

In a related development, the Administrator also inspected major sports facilities, including the Yakubu Gowon Stadium and Alfred Diete-Spiff Sports Complex.

He commended Rivers youths for their outstanding performances in national and international competitions and reaffirmed his administration’s resolve to upgrade the sporting infrastructure to nurture talent and attract global events.

He concluded by warning contractors and project managers across the state that delays, negligence, or poor performance will no longer be condoned under his leadership.
