It’s a new legislative day in the Red Chambers of the Nigerian Senate.

Senate President Dr. Bukola Saraki leads the Senate Leadership into the Chambers.

Senate President Bukola Saraki takes the Official Prayer as Senate Chief Whip Olusola Adeyeye calls the Senate to Order.

Senator Oluremi Tinubu moves for the approval of the Votes and Proceedings of Thursday 24th November, 2016. Senator Rose Oko seconds.

Senate Leader Ali Ndume lays a petition on behalf of his constituent who was unlawfully dismissed from the Nigerian Customs Service.

The Motion from Senator Abaribe’s Point of Order on the killing of IPOB protesters is to be taken at the next legislative day.

2. Marriage Act CAP M6 LFN 2004 (Amendment) Bill 2016 SB. 171 by Senator David Umaru (Niger East)

3. Incandescent Light Bulb (Prohibition) Bill 2016 SB. 368 by Senator Adesoji (Oyo South)

Senate moves to the presentation of reports.

1. The Report of the Committee on Nat’l Identity & Nat’l Population on the screening of Commissioners for the National Population Commission [NPC] is laid.

Senate moves to the consideration of reports.

1. The Report of the Appropriations Committee on the Virement of Funds appropriated for Special Intervention (Recurrent) and Special Intervention (Capital) for funding of critical recurrent & capital items is being considered with lead debate from Senator Danjuma Goje.

Senator Danjuma Goje who chairs the Appropriations Committee speaks on the Committee’s recommendations regarding the virement of funds.

Senator James Manager speaks on the report. He insists that a better job can be done on such virement requests by involving other Committees.

DSP Ike Ekweremadu also commends the Appropriations Committee and guides the Senate based on the Constitution.

Senate President Bukola Saraki says the work of the Appropriations Committee shows the smooth relationship btw the Executive & the Legislature.

Senators Ali Ndume, Abdullahi Adamu & Yahaya Abdulahi comment on the report and guides the Senate based on the Fiscal Responsibility Act.

Senate dissolves into its Committee on Supply for the Consideration of the Clauses of the Executive Bill on Virement of Funds.

Senate approves the Clause of the Virement of Funds for Special Intervention for Funding of Critical Recurrent and Capital Items.

Senate approves the virement of funds for Special Intervention (Recurrent & Capital) for funding of Critical Recurrent & Capital Items.

Senate President Bukola Saraki commends members of the Appropriations Committee for a job well done. He adds that the approval will ensure capital project funding especially of local contractors as well as efficient and appropriate implementation of the #Budget2016.

The NILS Nigeria Bill SB. 359 is sponsored by Senate Leader Ali Ndume, who now lead a the debate and co-sponsored by 5 other Senators.

Senator Ndume speaks on the good work that NILS Nigeria has been doing so far & the need to expand the scope to include Democratic Studies.

Senator Barau Jibrin rises to support the amendment of the NILS Nigeria Bill SB. 359

DSP Ekweremadu agrees that NILS Nigeria needs to be strengthened but comments that the presence of Legislative Studies in its name is enough as there can’t be Democracy without the Legislature and that there’s no need to add Democratic Studies to the NILS Nigeria name.

Senator Jide Omoworare agrees with DSP Ekweremadu that NILS Nigeria needs to be expanded but cautions on a function clash btw NABRO & NILS.

Senate President Bukola Saraki puts the question and the NILS Nigeria Act 2010 Amendment Bill SB. 359 passes second reading.

The NILS Nigeria Act 2010 Amendment Bill SV. 359 is referred to the Establishments Committee for further legislative action.
