PROCEEDINGS OF THE NIGERIAN SENATE OF THURSDAY, 20TH JULY, 2017

It’s a new Legislative day in the Senate of the Federal Republic of Nigeria. Senate President Bukola Saraki took the official prayer and led the chamber into today’s proceedings.

Senator Tijjani Kaura moved for the approval of Votes and Proceedings of Wednesday 19th July, 2017. Senator Danjuma Laah seconded.

ANNOUNCEMENT

Senate President Bukola Saraki made announcements and welcomed staff and students who were present in the gallery to observe Plenary.

POINT OF ORDER

Senator Mohammed Hassan cited order 42 and stated the approval of 701m by the Federal Council on 1st of March regarding credit facility.

Senate President Bukola Saraki said this will come as a motion on another legislative day.

Senator Peter Nwaoboshi cited order 43 and spoke on the issue in Niger Delta, stated that from the 38.2 Billion naira allocated for the amnesty program only 10 Billion naira has been disbursed.

Senate President Bukola Saraki thanked Senator Peter Nwaoboshi for bringing it to light.

Senate President Bukola Saraki said we must ensure amnesty program is well funded, 10 Billion naira out of 38.2 billion naira is not acceptable.

He also said the Chairman and Vice chairman of finance should meet with the Minister of finance so we ensure we get to the button of this and report back on Tuesday, 25th July 2017.

Senator Shehu Sani cited order 42 and spoke about the crisis in his Senatorial district which led to the killings of over 32 innocent Nigerians.

Senate President Bukola Saraki said this will come as a motion on another legislative day.

Senator Enyinnaya Abaribe cited order 43 and stated the report on the dailies this morning saying that the Senate has backtracked on their resolution to stop the confirmation of candidate from the Executive.

Senate President Bukola Saraki said this institution highly respects the resolution passed. Anybody stated in the constitution still stands by resolution. He stated that what was in the newspaper should be disregarded.

PRESENTATION OF BILLS- FIRST READING

1. Audiology Council of Nigeria (Est, etc.) Bill, 2017 (SB. 533) by Senator Muhammad Adamu Aliero.

2. Nigerian Financial Intelligence Agency (Est, etc.) Bill, 2017 (SB. 535) by Senator Chukwuka Utazi.

3. Chartered Institute of Financial Investment Analyst of Nigeria Bill, 2017 ( HB. 98) by Senator Ahmed Lawan.

PRESENTATION OF REPORTS

1. Report of the Committee on Constitutional review, 1999 constitution as amended, alteration Bill 2017.

2. Report of the Committee on Banking, Insurance and other Financial Institutions by Senator Rafiu Adebayo.

-That the Senate do receive the reports of the Committee on Banking, Insurance and other Financial Institutions on:

A. Foreign Exchange (Control and Miscellaneous) Act CAP F34 LFN 2004 (Repeal and Re-enactment) Bill, 2017 (SB. 181),

B. The Unscrupulous Violation of Foreign Exchange (Monitoring and Miscellaneous) Act by Mobile Telecommunication Ltd (MTN) Nigeria and others, and

C. The Stakeholders Round Table to Address Increasing Interest Rates in Nigeria.

Senator Chukwuka Utazi seconded that the Senate do receive the reports of the Committee on Banking, Insurance and other Financial Institutions on:
