SERAP slams Okpebholo over threat to Peter Obi

The Socio-Economic Rights and Accountability Project (SERAP) has strongly condemned the recent directive issued by Edo State Governor, Monday Okpebholo, demanding that Peter Obi seek permission before visiting the state.
Diaspora Digital Media (DDM) gathered that SERAP issued a statement via its official X (formerly Twitter) account, describing the governor’s directive as unlawful, unconstitutional, and a threat to the rights guaranteed to every Nigerian citizen.
SERAP emphasized that Governor Okpebholo’s position violated the 1999 Nigerian Constitution (as amended), particularly Section 41(1), which grants every citizen the right to move freely within the country without interference.
The organization stated clearly that Peter Obi, who was the Labour Party’s presidential candidate in the 2023 elections, does not need to seek approval from any state governor before traveling within Nigeria.
Citing both local and international laws, SERAP referenced Articles 4 and 12 of the African Charter on Human and Peoples’ Rights, and Articles 6 and 12 of the International Covenant on Civil and Political Rights, to support their argument.
According to SERAP, the right to freedom of movement is fundamental to democracy and serves as a protection against political oppression and unlawful restrictions by state authorities.
The group accused Governor Okpebholo of executive overreach and warned that his statements were a form of political intolerance that undermines the rule of law.
Furthermore, SERAP reminded the governor of his constitutional oath to act lawfully and impartially in the discharge of his duties as a public servant.
The organization reiterated that Governor Okpebholo is bound by his oath to treat all Nigerians equally, and to govern without fear, favor, or personal bias.
The group called on the governor to immediately retract his comments, issue a public apology to Peter Obi and the Nigerian people, and cease what they described as “executive rascality.”
SERAP’s statement has since sparked public debate, with many Nigerians on social media expressing outrage at what they see as an attempt to restrict the rights of a political figure.
The controversy arose following reports that Governor Okpebholo allegedly stated that Peter Obi must obtain permission before entering Edo State, a claim many have described as undemocratic and inflammatory.
As of the time of filing this report, the Edo State government has not issued an official clarification or retraction.
Legal experts and civil society groups have also joined SERAP in calling for respect of constitutional liberties and freedom of movement for all citizens, irrespective of political affiliations.
