Vice President Kashim Shettima has declared that comprehensive institutional reforms could solve 80% of Nigeria’s bureaucratic challenges.

Speaking at the Presidential Villa on May 26, 2025 during the presentation of the draft National Public Policy Development and Management Framework, he emphasized how crucial strong institutions are for effective governance.

The event was coordinated by Hajiya Hadiza Bala Usman, Special Adviser to the President on Policy and Coordination.

Shettima described the new framework as a transformative solution long overdue for Nigeria’s governance system.

“When we strengthen our institutional frameworks, we address most policy challenges automatically,” he stated passionately.

The Vice President called for complete overhaul in how policies are created, communicated and executed across government agencies.

He particularly stressed the importance of digital governance for proper monitoring and data-driven decisions.

The Vice President didn’t mince words about accountability, stating clearly that underperformance must have consequences. “Setting targets means nothing if we don’t hold people responsible for results,” he asserted. Shettima praised President Tinubu’s economic reforms, noting his unique understanding of economic principles and courage to implement difficult but necessary changes.

Drawing from global examples, Shettima referenced former U.S. President Barack Obama’s philosophy about institutions being more important than individual leaders. “Our focus must be building systems that function regardless of who occupies positions,” he explained. This perspective underpins the new policy framework’s approach to governance.

Hajiya Hadiza Bala Usman revealed the shocking absence of standardized policy guidelines before this administration. She described how different government agencies previously worked in isolation, creating duplicated efforts and inconsistent policies. Her team collaborated extensively with various offices and organizations to develop this comprehensive framework.

The new document promises to bring much-needed structure to Nigeria’s policy environment. It establishes clear processes for policy creation while eliminating previous inefficiencies. Stakeholders expect it will significantly improve government operations and restore public confidence in governance systems.

Beyond bureaucratic improvements, the framework aims to attract more investment by demonstrating Nigeria’s commitment to transparent, efficient governance. Shettima’s strong endorsement signals the administration’s determination to institutionalize these reforms. The Vice President’s participation underscores how seriously the government takes this initiative to transform Nigeria’s policy landscape.

Government officials anticipate the framework will mark a historic shift in how Nigeria approaches public administration. By focusing on systems rather than personalities, the country hopes to achieve sustainable development. The detailed guidelines provide concrete steps to ensure policies translate into tangible benefits for citizens.

This reform comes at critical moment as Nigeria implements various economic measures. The standardized approach will help coordinate efforts across different sectors and levels of government. Citizens can expect more coherent policies that actually address their needs when implemented properly.

The framework’s emphasis on digital tools reflects Nigeria’s push toward modern governance. Technology will enable real-time monitoring and easier public access to government services. These innovations should reduce corruption while improving service delivery nationwide.

As the policy takes effect, all government agencies will need to adapt to the new standards. Training programs are being developed to ensure smooth transition to the reformed system. The administration believes these changes will ultimately make Nigeria’s bureaucracy more responsive and effective.
