JOHANNESBURG, South Africa — South Africa has introduced a series of immigration and border management reforms that simplify visa application requirements while making online travel declarations mandatory for all international travellers entering or leaving the country.
The new measures, implemented by the Department of Home Affairs and the South African Revenue Service (SARS), are designed to reduce administrative delays, strengthen border security and modernize the country’s immigration system through digital technology.
Officials say the reforms strike a balance between making South Africa more accessible to visitors and improving the monitoring of cross-border movement by replacing traditional paperwork with electronic processes.
The changes come as South Africa continues to experience strong tourism growth, welcoming approximately 10.5 million international arrivals in 2025, while official figures show that nearly 2.91 million visitors entered the country during the first quarter of 2026.
Tourism remains one of South Africa’s major economic sectors, supporting hundreds of thousands of jobs and contributing significantly to national economic activity.
One of the most significant changes affects applicants seeking temporary and permanent residence permits.
Effective July 8, 2026, applicants submitting temporary residence visa applications within South Africa and permanent residence permit applications either locally or from abroad are no longer required to provide a medical report as part of their application.
The Department of Home Affairs said removing the requirement eliminates an administrative step that frequently delayed the processing of applications.
Immigration specialists have welcomed the decision, noting that applicants previously faced additional expenses and lengthy waits to secure medical appointments for reports that often had limited impact on immigration assessments.
The latest reform follows earlier changes introduced in recent years to streamline the country’s immigration procedures.
Since April 2023, qualifying visa applicants have no longer been required to submit radiological reports.
Authorities have also simplified police clearance certificate requirements.
Applicants are now only required to provide police clearance certificates from countries where they have lived for at least 12 months during the previous five years.
Officials say the revised rules reduce paperwork and lower costs, particularly for applicants who have lived in multiple countries.
While visa procedures have become less burdensome, South Africa has simultaneously introduced a new digital requirement that applies to virtually everyone crossing its borders.
Beginning July 1, 2026, all travellers entering or leaving South Africa by air, land, sea or rail must complete an online travel declaration through the South African Traveller Management System before travelling.
The declaration should be submitted within 24 hours before departing from the country of origin.
SARS says the digital platform has been introduced to improve data integration, strengthen customs monitoring and enhance reporting of cross-border travel activities.
The new system replaces much of the manual declaration process traditionally completed at ports of entry and departure.
Some travellers initially expressed concerns that failing to complete the online declaration before departure could result in missed flights or denied entry into South Africa.
SARS has clarified that travellers will not automatically be refused entry or prevented from travelling if they have not completed the declaration in advance.
Instead, customs officials will direct affected travellers to self-service declaration terminals located at border points.
Officials will also provide assistance to travellers who were unable to complete the online declaration because of internet connectivity issues or other reasonable circumstances.
Paper declaration forms will remain available in limited situations where electronic submissions are not practical.
Government officials say the combined reforms reflect South Africa’s broader effort to modernize immigration services while maintaining effective border control.
