Pavel Durov, the 39-year-old Russian-French billionaire founder and CEO of the Telegram messaging app, was arrested at Bourget airport outside Paris on Saturday evening, August 24.

Durov was traveling on his private jet when he was taken into custody around 8 pm local time (6 pm GMT).

The arrest was reportedly based on an arrest warrant issued as part of a preliminary police investigation. Durov is expected to appear in court on Sunday.

The investigation focuses on Telegram’s alleged lack of moderators, which French authorities believe allows criminal activity to go unchecked on the platform.

With nearly one billion users, Telegram is a significant social media platform, particularly influential in Russia, Ukraine, and the former Soviet Union republics.

Durov, who holds dual citizenship of France and the United Arab Emirates, has been living in Dubai, where Telegram is based.

He left Russia in 2014 after refusing to comply with demands to shut down opposition communities on his VK social media platform, which he later sold. Forbes estimates his fortune at $15.5 billion (£12 billion).
