LTSDI calls Wike to rethink beggars’ expulsion policy in FCT

As the five-day ultimatum issued by the Minister of the Federal Capital Territory, Nyesom Wike, for beggars to vacate Abuja’s streets nears expiration, the Long Term Solution for Destitute Initiative (LTSDI), a non-governmental organization, has called on the Federal Government to rethink the policy.

In a statement issued by the chairman of the group, Dr. Saleh Ibrahim in Sokoto on Sunday, he emphasized that street begging is a stark reminder of societal failures that perpetuate poverty and vulnerability.

He stressed the need for collective action to address the root causes of begging, fostering a supportive environment that empowers individuals to break the cycle of poverty.

The LTSDI emphasizes that effectively addressing begging necessitates a comprehensive strategy that tackles its root causes, rather than solely relying on expulsion.

Ibrahim expressed deep concern regarding the prevalence of begging in Nigeria, particularly in the Northern region.

He stated, ,”I am dismayed by the disproportionate representation of Northerners among the country’s beggar population, notwithstanding our region’s extended tenure in holding political power.”

“In Islam, self-reliance and dignity are deeply ingrained values. Begging is seen as a last resort, and individuals are encouraged to seek assistance from family, community, or legitimate sources of support instead.”

“Although we acknowledge the FCT Minister’s bold initiative, it is crucial to consider the human rights implications of expelling beggars.

“A comprehensive approach is necessary to address this complex issue, rather than superficial measures that may exacerbate the problem.”

“Nasir El-Rufai, the former FCT Minister, had previously taken similar measures to address the issue of begging in Abuja, but unfortunately, the beggars returned after his efforts,” Ibrahim stated.

The statement also read “General Jerry Useini’s prior attempt to relocate Abuja beggars to a remote forest in Zuru, Kebbi State, was ultimately proved ineffective as the beggars returned.

“The Constitution of Nigeria guarantees all citizens, irrespective of their social status, the fundamental right to reside in any part of the country.”

“ Additionally, as vulnerable members of society, beggars are entitled to protection and care through effective governance.”

“”What steps has the FCT administration taken to fulfill its responsibility towards safeguarding the welfare and dignity of the weak and vulnerable within its jurisdiction?”.

“The administration of Nasir El-Rufai, deserves commendation for establishing a settlement for the destitute in Yargoji, located on Abaji Road, “the chairman stated.

“The settlement, established, boasts essential amenities including a primary school and arable land for food cultivation, thereby providing a comprehensive support system for its residents.

According to Anna Kompatscher, Policy Analyst at Housing Rights Watch and FEANTSA (European Federation of National Organisations Working with the Homeless), “the stigmatization and penalization of beggars and impoverished individuals have severe consequences on their dignity, exacerbating their already vulnerable situation.”

“Additionally, he emphasized that implementing bans on begging and other punitive measures can perpetuate poverty and social exclusion among the affected individuals.”

“The ongoing case in Nigeria highlights the critical issue of privacy boundaries and seeks to establish the limits of individuals’ rights to record and release conversations without obtaining consent from all parties involved.”

“Interestingly, Nigeria’s resource allocation is often compromised by corruption.”

“Recent exposes regarding the Ministry of Humanitarian Affairs have revealed alarming instances of large-scale embezzlement, where billions of public funds intended for underprivileged populations were misappropriated.”

“These vulnerable people are victims of multidimensional poverty.”

“They can’t afford to send their children to school or afford the costs of basic medical care.

“They die of preventable diseases such as cholera, malaria, meningitis and other infections.”

Saleh emphasized that “treating beggars as criminals is morally reprehensible.”

“Beggars are not perpetrators, but rather victims of widespread corruption and poverty.”

“They are individuals who have been severely impacted by societal issues, forced to rely on begging due to circumstances beyond their control.”

“Punishing them would be unjust, as it would further marginalize those already suffering.”

“The prevailing insecurity has compounded poverty, resulting in a significant increase in begging and displacement.”

“The systemic issue of unchecked corruption, which enables individuals to accumulate substantial wealth without accountability, poses a more severe threat than the consequences of begging itself.”

“The ineffective recruitment process for governance positions in our country has contributed significantly to the pervasive issue of begging in our society.”

“In contrast, nations such as Indonesia and Kenya have demonstrated success in researching and addressing the root causes of begging, providing valuable models for reform.”

He urged those in authority to recognize that combating begging requires tried and tested approaches, not overly complicated solutions.

“Research-backed international best practices show that where governance is effective and intentions are genuine, such social issues can be effectively addressed,” he asserted.
