Biden Announces Three-Phase Deal to End War on Gaza
United States President Joe Biden has announced a three-phase ceasefire deal proposed by Israel to end the war on Gaza.
The deal aims to bring a permanent end to hostilities between Israel and Hamas, and includes the release of all hostages and the reconstruction of Gaza.
According to the proposal, the first phase would entail a six-week ceasefire, during which Israeli forces would withdraw from populated areas of Gaza and humanitarian assistance would flow in.
The first phase would also see the release of hostages, including women, the elderly, and the wounded, in exchange for the release of Palestinian prisoners.
The second phase would involve the release of the remaining hostages, including male soldiers, and the withdrawal of Israeli troops from Gaza.
Hamas and Israel would negotiate terms of a permanent end to hostilities during this phase.
The third phase would focus on the reconstruction of Gaza, with the aim of rebuilding the besieged enclave.
Biden announced the proposal during a press conference at the White House, saying that Hamas was “no longer capable” of carrying out another large-scale attack on Israel.
He called the proposal “a road map to an enduring ceasefire and the release of all hostages”.
Israeli Prime Minister Benjamin Netanyahu’s office has authorized the country’s team negotiating for its hostages to find a way to release those remaining in Gaza, but emphasized that the “exact outline” proposed by Israel must be followed.
Hamas has welcomed Biden’s statement and the proposed ceasefire, saying it is willing to respond “positively and constructively” to a proposal that includes the measures outlined.
The development comes days after Israel conducted air strikes on a camp housing displaced Palestinian civilians in Rafah city, killing at least 45. The attack was widely condemned, with India expressing “deep concern” over the loss of lives.
