NCE: Nigeria plans NYSC-equivalent scheme for graduates

The Ministry of Youth Development is working on introducing a new training scheme equivalent to the National Youth Service Corps (NYSC) for graduates of the Nigeria Certificate in Education (NCE).

This announcement was made by the Minister of State for Youth Development, Olawande Wisdom, at the opening of the BEMORE OYO 2024 Summer Bootcamp in Ibadan on August 26, 2024.

Mr. Wisdom revealed that the ministry plans to collaborate with the Ministry of Education to implement new training reforms.

This includes an NYSC-equivalent scheme for NCE holders.

He noted that while social vices persist, organizations like the Boys’ Brigade and Girl Guides help divert youths from them.

Mr. Wisdom stated:

“The major priority of the ministry is citizenship and training, and we are reinvigorating these efforts.

“We have NYSC for university graduates, but we need a similar program for NCE graduates and others.

“The goal is to offer this training within the graduates’ own states, eliminating the need to travel to other regions.”

He emphasized ongoing reforms aimed at bringing renewed hope to the youth.

He praised Dr. Betty Anyanwu-Akeredolu, founder of the BEMORE Empowered Girls Foundation.

Her significant contributions to young girls’ development have raised standards of excellence.

Mr. Wisdom also called for increased support for BEMORE and other organizations dedicated to advancing the welfare of Nigerian women and girls.

Background and objectives of NYSC

The National Youth Service Corps (NYSC) was established in 1973 by the then military head of state, General Yakubu Gowon.

Gen. Gowon conceived the program in the aftermath of the Nigerian Civil War (1967-1970), a period marked by significant national strife and division.

He designed the NYSC to foster national unity, reconciliation, and integration among Nigeria’s diverse ethnic groups.

The NYSC’s primary objectives include:

Promoting national unity: The NYSC posts young graduates to different states to break ethnic and regional barriers, fostering national identity and unity.

Civic responsibility and development: Corps members participate in community development projects.

These projects aim to instill a sense of civic duty and contribute to the nation’s socio-economic development.

Education and skills development: The scheme includes orientation and training that aims to equip graduates with practical skills and knowledge that are useful in their professional and personal lives.

Bridging the educational gap: Many corps members are posted to rural areas to serve as teachers, thereby addressing the shortage of qualified teachers in underserved communities.

Comparison with the proposed NCE training scheme

The new training scheme for NCE graduates shares some similarities with the NYSC but tailors to meet the specific needs of educators.

Below are some key points of comparison:

Target audience:

NYSC: The NYSC targets all Nigerian graduates from universities and polytechnics.

NCE training scheme: The proposed scheme will be specifically for graduates of Colleges of Education who have earned the NCE, focusing on the education sector.

Geographic placement:

NYSC: Corps members are posted to states other than their state of origin to promote national integration.

NCE training scheme: The Ministry of Youth Development have proposed that NCE graduates receive training within their own states.

This approach differs from the NYSC model and aims to address local educational needs directly.

Program focus:

NYSC: The focus is broad, encompassing national service, civic responsibility, and skill development across various sectors.

NCE training scheme: The proposed program would focus on specialized training for educators.

It aims to enhance teaching standards and improve the quality of education in Nigeria.

Objective:

NYSC: The overarching goal is national unity and development across various sectors.

NCE training scheme: The goal is to enhance educational standards by offering targeted professional development for teachers to address unique challenges in education.

The proposed NCE training scheme aims to replicate NYSC’s success in development and unity, focusing on educational reform.

By focusing on educators, it aims to strengthen Nigeria’s teaching profession and improve educational outcomes nationwide.
