North Korean leader Kim Jong Un has announced plans to increase the country’s nuclear arsenal, signaling that Pyongyang is doubling down on its military ambitions despite years of international pressure and sanctions.
According to state media, Kim said North Korea would expand its nuclear capabilities at an “exponential rate,” a declaration that comes as Chinese President Xi Jinping arrives in Pyongyang for his first visit to the isolated nation since 2019.
The timing is significant.
Xi’s trip marks the highest-level meeting between the two allies in years and comes at a moment when regional tensions remain high. It also coincides with renewed concerns about North Korea’s weapons programme and its growing military cooperation with key partners.
The visit inevitably draws comparisons to 2019, when Kim held a series of unprecedented meetings with then-U.S. President Donald Trump. Those talks raised hopes of a breakthrough on denuclearisation but ultimately collapsed without an agreement.
Now, seven years later, North Korea appears to be moving in the opposite direction.
Kim’s latest remarks suggest his government sees nuclear weapons not as a bargaining chip, but as a central pillar of national security and regime survival. The announcement is likely to raise fresh concerns in Washington, Seoul and Tokyo, where officials have long warned about the risks posed by Pyongyang’s expanding arsenal.
Xi’s visit is also expected to spark questions about China’s role. Beijing remains North Korea’s most important political and economic partner, but analysts continue to debate how much influence it truly has over Kim’s strategic decisions.
For China, maintaining stability on the Korean Peninsula remains a top priority. A stronger and more unpredictable North Korean nuclear programme could complicate that goal, even as Beijing seeks to preserve its longstanding relationship with Pyongyang.
While details of Kim’s expansion plans remain unclear, the message from North Korea’s leadership is not: the country has no intention of slowing its nuclear development and is preparing to push ahead despite growing international concern.
