Senate President Bukola Saraki took the official prayer and led the Senate Leadership into Plenary.

Senator Gbenga Ashafa moved for the approval of Votes and Proceedings of Thursday 30th March, 2017. Senator Danjuma Laah seconded.

ANNOUNCEMENTS

Senate President Bukola Saraki announced a meeting of the Peoples Democratic Party (PDP) Senate Caucus meeting to be held at 7pm today.

PETITIONS

Deputy Senate President Ike Ekweremadu, Senator Sabi Abdullahi and Senator Abdulfatai Buhari laid different Petitions from their respective Constituencies.

The Petitions laid were referred to the Committee on Ethics and Privileges for further legislative action.

PRESENTATION OF REPORTS

1. Report of the Committee on Banking, Insurance and other Financial Institutions. Screening of the Nomination of Mr. Aghatise Erediauwa by Senator Samuel Anyanwu.

-That the Senate do receive the report of the Committee on Banking, Insurance and other Financial Institutions on the Screening of Mr. Aghatise Erediauwa for Re-appointment as an Executive Director, Nigerian Deposit Insurance Corporation (NDIC). Laid.

2. Report of the Committee on Banking, Insurance and other Financial Institutions. Screening of the Nomination of Mr. Umaru Ibrahim by Senator Samuel Anyanwu.

MOTION

Outbreak of Meningitis: Urgent need to curb the spread and stop further deaths. Sponsor: Senator Gbenga B. Ashafa, Co-sponsors: Senator Wakili Mallam Ali, Senator Mao Ohuabunwa, Senator Olamilekan Solomon A. and Senator Olarenwaju Tejuoso.

Senate is aware that the Nigeria Centre for Disease Control (NCDC) government has confirmed the outbreak of Cerebro Spinal Meningitis in 5 States with at least 282 deaths.

Senator Ali Wakili supported the motion on Meningitis and task the Federal Ministry of Health and the Nigeria Centre for Disease Control to ensure the spread and halt deaths.

Senator Tijjani Kaura noted that the Meningitis casualty figures in Zamfara State is even worse than reported.

Senator Sabi Abdullahi said his state, Niger, has been hit by Meningitis and pointed out that Government needs to be proactive in its approach.

Senate also noted that the recent Meningitis type is a new strand called Stereotype with the Vaccine not being commercially viable.

Senate noted that Meningitis is mostly associated with overcrowding, lack of ventilation and usually peak during the Nov-April dry season.

Senate regrets that the FCT, Zamfara, Katsina, Kebbi, Sokoto and Niger States are affected with Zamfara having the highest confirmed cases.

Senate is further aware according to the Chief Executive Officer, Nigeria Centre for Disease Control Chikwe Ihekweazu that as at 30/3/2017, 1966 suspected and 109 confirmed Meningitis cases recorded.

Senate observed the need for the Federal Ministry of Health and its counterpart Ministries at the state level to work together to prevent further outbreak.

Senator Samuel Anyanwu said the Senate on Committee on Ethics and Privileges already met with the Chief Executive Officer, Nigeria Centre for Disease Chikwe Ihekweazu towards halting the Meningitis spread.

Senator Mao Ohuabunwa said the Federal Ministry of Health, Nigeria Centre for Disease Control and Primary Health Care Agency are all on top of the situation regarding Meningitis. He noted that Nigeria must increase its Health Budget to ensure that Health Agencies have more funds to work with. He noted that Nigeria isn’t prepared for the Stereotype C which led to the high number of casualty.

Senator Buhari noted that we aren’t serious if its only 500,000 Meningitis Vaccines is available for the whole country.
