JUST IN: Senate Passes Emergency Toll Service Establishment Bill

The Senate has passed for second reading the National Emergency Toll Service (NETS) Establishment Bill 2025, a proposal that seeks to introduce a uniform, rapid-response system through a dedicated, three-digit, toll-free emergency number for all Nigerians.

The bill, sponsored by Senator Abdulaziz Musa Yar’adua (Katsina Central), aims to create a nationwide line that citizens can call during emergencies, ensuring quick access to security agencies, medical responders, and disaster management teams.

The legislation received broad support during debate. Under the proposal, the Nigerian Communications Commission (NCC) will serve as the regulatory authority for the service in order to improve coordination among emergency responders across the country.

The Senate’s consideration of the bill comes at a time of renewed national security concerns, prompting the upper chamber to also announce a major reconstitution of several standing committees.

The announcement was made during plenary by the Senate Selection Committee chaired by Senate President Godswill Akpabio.

Under the new changes, Senator Yahaya Abdullahi of Kebbi State has been named Chairman of the Senate Committee on National Security and Intelligence. He previously served as Chairman of the Committee on National Planning.

Senator Shehu Buba of Bauchi State has been appointed Chairman of the Committee on Livestock and Animal Husbandry. Buba was removed last week as Chairman of the National Security and Intelligence Committee.

In another adjustment, Senator Mustafa Musa of Yobe State has now been appointed Chairman of the Committee on National Planning.

The Committee on Air Force also saw changes. Senate Minority Whip Osita Ngwu of Enugu State has taken over as Acting Chairman following the indisposition of the former chairman, Senator Akwashiki. Ngwu served as Deputy Chairman before this elevation.

Senate leadership said the reconstitution was necessary to strengthen oversight functions and improve the chamber’s response to emerging security threats across the country.
