Resident Doctors to Resume Indefinite Strike Over Tinubu’s Failure to Implement MoU

The National Association of Resident Doctors (NARD) has announced plans to resume its Total, Indefinite and Complete Strike (TICS 2.0) from 12:00 a.m. on Monday, January 12, 2026, citing the Federal Government’s failure to implement a previously signed Memorandum of Understanding (MoU).

The decision followed resolutions reached at an Emergency National Executive Council (E-NEC) meeting held on Friday, according to a statement issued on Saturday by NARD President, Dr Mohammad Suleiman.

The association said the renewed industrial action, tagged “No Implementation, No Going Back,” would proceed unless the government meets its outstanding obligations.

NARD accused the Federal Ministry of Health and the Federal Government of ignoring multiple deadlines for implementing the MoU, describing the strike as an inevitable outcome of continued inaction.

As part of preparations, the association directed presidents of its 91 centres nationwide to convene congress meetings and subsequently brief the media.

NARD plans to hold 91 press conferences within seven days to highlight unresolved doctors’ welfare issues.

In addition to the strike, NARD announced centre-based protests across hospitals from January 12 to January 16, 2026, to be followed by regional and national protests coordinated by its leadership.

“The suspension of TICS 2.0 will only be reconsidered after the full implementation of our minimum demands,” the association said.

NARD had suspended its earlier indefinite strike on November 29, 2025, after 29 days of industrial action, following the signing of the MoU which committed the government to address its demands within four weeks.

Key demands include the reinstatement of five resident doctors at the Federal Teaching Hospital, Lokoja; payment of promotion and salary arrears; full implementation of the professional allowance table with arrears captured in the 2026 budget; clarification of skipping and entry-level issues; reintroduction of the specialist allowance; resolution of house officers’ salary delays; and issuance of a pay advisory.

Other demands include reforms in postgraduate medical certification, regulation of work hours, and the resumption and timely conclusion of the Collective Bargaining Agreement (CBA) process.

NARD said the one-week notice period is to allow for congress meetings, media engagement, and statutory notifications to security agencies and hospital managements.
