First Imo Homeland Security conference to hold in August

The first Imo State Homeland Security Conference has been scheduled to hold on Thursday, August 11 to Friday, August 12, 2022, barring any hitches and/ or inconveniences.

Below are the details of the organisation of the conference:

Security Conference Committee sets up sub-committees

Owerri, Imo State: The inaugural meeting of the Governor’s Committee for the First Imo Homeland Security Conference took place on Tuesday, May 24, 2022. The meeting, which was chaired by the Commissioner for Homeland Security and Vigilante Affairs, Dr. Ugorji O. Ugorji, was held in the Conference Room of the Ministry, at the Imo Secretariat on Port Harcourt Road.

The meeting was attended by state Commissioners, Special Advisers, Special Assistants, Chief Executive Officers of security agencies, and civil servants detailed to the committee.

Committee’s Mandate

The Committee’s mandate is to plan, organize, execute, and report on the First Imo International Homeland Security Conference in Owerri. The Committee confirmed that the invited Keynote Speaker would be H.E. Professor Ibrahim Gambari, CFR, Chief of Staff to President Muhammadu Buhari, and H.E. Governor Hope Uzodimma will be the Chief Host of the Conference.

Secretary to the Committee

Barrister Roland Uwakwe was designated as the recording officer for the committee. A WhatsApp Group will be set up for the Committee’s work.

Dates for Conference

The Committee resolved to commit to the (hitherto tentative) dates for the conference as Thursday, August 11 to Friday, August 12, 2022.

Venue/Venues

Various potential venues, including the tentative venue of Imo Concorde Hotel, were discussed. The Secretariat of the Conference was tasked with visiting all the mentioned potential venues and reporting back.

Sub-Committees

The Committee resolved to set up the following subcommittees and charges:

i. Secretariat: Be responsible for the general planning and coordination for the conference; organize receptions and make arrangements for accommodations for conference attendees. The Finance unit of the Secretariat will coordinate the development of a general conference budget, which shall be an amalgamation of budgets from the sub-committees; assist the sub-committees with the development and timely submission of their budgets.

Head of the Secretariat is the Commissioner for Homeland Security and Vigilante Affairs, with Barrister Roland Uwakwe as Recording Officer. Other members are Mr. Christian Osuagwu, Mr. Udodili Onyejiaka, and Barrister Alex Ugorji.

ii. Security: Liaise with the necessary security agencies to provide security at the events, and provide security for identified VIPs and/or Speakers. Develop a budget for security.

Head of Subcommittee is SA Security, Chief Okoro, with Barrister Alex Ugorji as Recording Officer. Other members are Nze Uzochukwu Nzekwe (SA Public Safety), Maj. General R. Duru (Coordinator IMSO), and Martins Eke
(Commandant Civil Guards).

iii. Protocol and Transportation: Coordinate and handle transportation and protocol related tasks for the conference. Arrange for the pick-up of speakers and VIPS where necessary and bring them to their places of accommodation, as well as to conference venue/venues. Develop a budget for protocol and transportation.

Head of Subcommittee is Honourable Commissioner Stanley Obidiegwu, with Barrister Queeneth Okoro as Recording Officer. Other members are SA Political Affairs, Dr. Bathos Nwadike, Rita Dike, and Alex Elugwaraonu.

iv. Entertainment, Food, and Beverages: Arrange for food and beverages for the conference, identify entertainment artists for potential hire, select MCs as necessary (with gender parity in mind). Develop a budget for entertainment, food, and beverages.

Head of Sub-Committee is Honourable Commissioner Okey Anukwuem, with Barrister Alex Ugorji as Recording Officer. Other members are Francis Ebonugwo, Esther Ezeh, and Rita Dike.

v. Publicity and Media: Handle all publicity and public relations for the conference, including design and printing of invitation cards, flex banners, conference brochures, as well as developing scripts for jingles, production of
jingles, and placement of jingles and other forms of advertisements in all media. Develop a budget for publicity and media.

Head of Sub-Committee is Honouarble Commissioner Declan Emelumba, with Barrister Queeneth Okoro as Recording Officer. Other members are Francis Ebonugwo, and Alex Elugwaraonu.

vi. Medical and Hygiene: Arrange for and manage the presence of emergency medical service for conference attendees where necessary. Develop a budget for medical and hygiene.

Head of Sub-Committee is Honourable Commissioner Success Prosper, with Barrister Alex Ugorji as Recording Officer. Other members are Francis Ebonugwo, Esther Ezeh, and Alex Elugwaraonu.

Heads of Subcommittee may add more people to their subcommittees as they see fit, with notice to the Secretariat.

Commissioners listed as Subcommittee Heads may designate a subordinate officer to serve in their designated capacities, if they so choose – also with notice to the Secretariat.
