Adamawa State Governor Ahmadu Umaru Fintiri has announced plans to purchase 10 shares in Dangote Refinery for each of the state’s 52,000 serving and retired civil servants, in an initiative aimed at expanding economic opportunities for public sector workers.

Fintiri disclosed the plan on Saturday during a stakeholders’ meeting of the All Progressives Congress (APC) held at the Banquet Hall of the Government House in Yola, where he also called for greater unity among party leaders ahead of the 2027 general elections.

The proposed initiative would cover approximately 52,000 current and retired workers, potentially giving eligible beneficiaries an opportunity to participate in an investment linked to Nigeria’s expanding domestic petroleum refining industry.

If implemented as announced, the plan would involve the purchase of 520,000 shares in total. However, the governor’s announcement did not establish the cost of the proposed investment, the funding arrangements or the timeline for purchasing and allocating the shares to beneficiaries.

Further details would be necessary to determine how the initiative would be implemented, including the eligibility requirements, the mechanism for transferring ownership and whether beneficiaries would receive the shares directly or through an alternative arrangement.

The announcement comes amid continuing efforts to promote economic empowerment and improve the financial prospects of workers and households across Adamawa State. For serving and retired civil servants, the proposed investment could offer an additional avenue for participating in the country’s capital market, depending on the final terms and implementation of the plan.

Beyond the proposed refinery investment, Fintiri used the meeting to outline his administration’s wider empowerment agenda, directing the Director-General of the Poverty Alleviation and Wealth Creation Agency to begin initiatives aimed at supporting women across the state.

The governor called for programmes that would enable women to develop vocational skills, engage in different trades and pursue income-generating activities. Such interventions, if effectively implemented, could help participants establish small businesses, strengthen household incomes and improve their economic independence.

His directive places particular emphasis on practical empowerment opportunities that can help women develop sustainable livelihoods rather than depend solely on financial assistance.

The meeting also provided an opportunity for the governor to address the APC’s political preparations ahead of the 2027 general elections.

Fintiri urged party leaders and stakeholders to set aside their differences, strengthen cooperation and work collectively towards the success of the party’s governorship candidate in Adamawa State, Alhaji Ahmed Tijjani Galadima.

He emphasised the importance of unity within the party, presenting cooperation among its leadership and grassroots structures as essential to its electoral ambitions.

Galadima, who attended the gathering as the APC’s governorship candidate, expressed appreciation to the governor for convening the meeting, describing the engagement as important to the party’s progress.

He also pledged that, if elected, his administration would sustain the achievements recorded under Fintiri’s leadership.

The assurance places continuity of governance among the commitments presented by the candidate as the party prepares to seek the support of voters in the next election cycle.

Earlier, APC State Chairman Hamza Bello Madagali said the party’s prospects in Adamawa would depend significantly on the commitment, cooperation and collective efforts of its leaders and stakeholders.

He commended Fintiri’s leadership, which he credited with contributing to stability in governance, while calling for continued collaboration among party members.

Representatives of state government officials and public institutions also expressed support for the governor and the party during the meeting.

The Commissioner for Education and Human Capital Development represented commissioners, while Barrister Musa Kaibo, Chairman of the Civil Service Commission, represented the chairmen of boards and commissions. Both groups were reported to have assured the governor of their loyalty and support.

Titus Obadiah, Chairman of the Association of Local Governments of Nigeria (ALGON) in Adamawa State, also joined other stakeholders in expressing confidence in the party’s prospects across the state’s 21 local government areas.

Sole administrators of development areas similarly expressed support for the APC’s preparations ahead of the forthcoming elections.

The gathering therefore combined discussions about economic empowerment with efforts to consolidate the party’s political structure ahead of a major electoral contest.

Nevertheless, the proposed Dangote Refinery share purchase is likely to attract particular attention because of its potential implications for thousands of current and retired public servants.

The key question now is how the plan will be funded, when the shares will be purchased and what arrangements will govern their allocation to beneficiaries.

Until those details are made public and the transaction is completed, the initiative remains an announced plan rather than a confirmed distribution of shares.

For Adamawa’s civil servants and pensioners, the eventual implementation of the proposal will determine whether the announcement translates into a tangible investment opportunity.
