BAKU, AZERBAIJAN – The Khazar University, in partnership with the Government of Azerbaijan, has announced new scholarship opportunities for the 2026–2027 academic session, targeting international students seeking Bachelor’s, Master’s, and PhD degree programmes.
The scholarships are designed to attract talented students from across the world by offering a combination of fully funded and partially funded study options across a wide range of academic disciplines. Officials say the initiative is part of Azerbaijan’s broader strategy to strengthen international academic cooperation and position the country as an emerging destination for higher education.
The funding package includes full tuition coverage, monthly stipends, international airfare support, visa assistance, and medical insurance for selected candidates under government-backed schemes.
Education analysts note that the programme is becoming increasingly attractive due to Azerbaijan’s relatively low cost of living, expanding English-taught programmes, and growing number of international partnerships with universities in Europe and Asia.
Available Programmes
Khazar University offers a wide selection of programmes under the scholarship scheme, covering undergraduate, postgraduate, and doctoral levels.
At the Bachelor’s level, available fields include Computer Science, Information Technology, Computer Engineering, Business Administration, Economics, International Relations, Political Science, English Language and Literature, Translation Studies, Social Work, and Regional Studies.
At the Master’s level, programmes include MBA, Data Analytics, Information Technology Management, International Relations and Diplomacy, Public Administration, Economics and Finance, Educational Management, Linguistics and Applied English Studies, and Environmental Studies.
For PhD candidates, research opportunities are available in Computer Science, Economics, Political Science, International Relations, Education, Linguistics, Environmental Studies, and selected interdisciplinary research fields.
University officials explained that many of these programmes are taught in English, making them accessible to international students without requiring Azerbaijani language proficiency at entry level.
Government Scholarship Scheme
One of the major funding pathways is the Heydar Aliyev International Education Grant Programme, which provides full tuition coverage, monthly financial support, airfare tickets, visa assistance, and medical insurance.
The Azerbaijani government is expected to award approximately 100 international education grants annually under this scheme.
University Tuition Waivers
Students who are not selected for full government scholarships may still benefit from merit-based tuition waivers offered directly by Khazar University. These include 25%, 50%, and 75% reductions in tuition fees, depending on academic performance and admission evaluation.
Special Scholarship For Female Researchers
The Nailekhanim Foundation Scholarship is also available for outstanding female Master’s and PhD candidates. The award targets academically strong women with leadership potential, research interest, and strong English proficiency.
Applicants are required to submit a motivational essay focusing on female leadership and social impact, alongside academic documents.
Eligible Applicants
The scholarships are open to international students from Organisation of Islamic Cooperation (OIC) countries, Non-Aligned Movement nations, Small Island Developing States, and other eligible countries with academic or cultural ties to Azerbaijan.
Eligibility Criteria
Applicants must apply for admission into an eligible programme at Khazar University, possess relevant academic qualifications, meet English language requirements, and submit all required documents before the deadline. Postgraduate applicants may also be required to submit research proposals and recommendation letters.
