ENUGU, NIGERIA — The African Democratic Congress governorship candidate for Enugu State, Ocho Obodoeze Chukwuma, has unveiled an ambitious First 100 Days agenda, promising to hit the ground running with a comprehensive reform programme spanning security, water infrastructure, education, healthcare, urban renewal, and digital governance.
In a detailed policy statement titled “A Government That Starts Working From Day One,” Chukwuma declared that leadership should not begin with excuses and that the people of Enugu State have waited long enough for meaningful change. If elected, he pledged that his administration would immediately put the machinery of government to work, establishing clear priorities and beginning the reforms contained in his “Foundation of Redefined Governance” blueprint.
“I have never believed that leadership should begin with excuses. The people of Enugu State have waited long enough. If given the opportunity to serve, my first 100 days will be about putting the machinery of government to work, establishing clear priorities and beginning the reforms contained in our Foundation of Redefined Governance,” Chukwuma stated.
Within the first 100 days, the ADC candidate promised to begin a comprehensive review of the 2025 Executive Orders, strengthen the implementation framework, and establish a performance management system with measurable targets for Ministries, Departments, and Agencies. He also pledged to commence the process of building a modern, intelligence-driven security architecture, including the mapping of the state, planning for an Integrated Security Control Centre, and strengthening coordination with existing security agencies and community-based security structures.
In water infrastructure, Chukwuma said his administration would begin a comprehensive assessment of the state’s water systems and initiate a Public-Private Partnership process for the rehabilitation, expansion, and distribution of potable water across Enugu State. He also promised to begin the assessment and strengthening of schools, teachers, and Primary Health Centres, laying the foundation for the programmes contained in his manifesto, including the Student Food Stamp Programme and free delivery services for women using state Primary Health Centres.
On urban renewal, the ADC candidate said he would commence the review of the Sullivan Chime transport model, begin the groundwork for the Urban Renewal Programme with New Haven as the pilot community, and prioritise strategic roads connecting agricultural hubs, economic corridors, and communities. He also promised to begin establishing the structures for a government-owned digital marketplace, support mechanisms for entrepreneurs and farmers, and the digital systems required for transparent procurement, project monitoring, revenue administration, and citizen engagement.
Importantly, Chukwuma pledged that his government would begin listening differently, with Periodic Town Hall Engagements across the three senatorial districts and the 17 local government areas, because governance should not happen behind closed doors. He stressed that the first 100 days would not be about making noise or creating the illusion of activity, but about setting the system right, measuring performance, opening government to the people, and beginning the work promised.
“At the end of those 100 days, I want Ndi Enugu to look at the government and say: ‘In 100 days, Ndi Enugu will see a government with direction.’ That is the standard I am setting for myself. This is Redefined Governance,” Chukwuma declared.
As the 2027 governorship election approaches, Chukwuma’s First 100 Days agenda is expected to become a key reference point for voters evaluating the candidates. His promise to deliver a government that works from day one represents a direct challenge to the political status quo and a commitment to a new era of accountability and performance in Enugu State.
