SERAP Calls for Urgent Probe into Alleged ₦26.9 Billion Missing from USPF, Urges Tinubu to Direct Full Investigation

The Socio-Economic Rights and Accountability Project (SERAP) has called on President Bola Ahmed Tinubu to immediately order a comprehensive and transparent investigation into the alleged disappearance of ₦26.9 billion from the Universal Service Provision Fund (USPF), raising fresh concerns over accountability in the management of critical public resources.

In a strongly worded petition, the civic organisation urged the Federal Government to direct relevant anti-corruption agencies, including the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC), to urgently probe the alleged financial irregularities and ensure that all individuals or institutions implicated are held accountable in accordance with the law.

SERAP described the allegation as deeply troubling, stressing that the funds in question were originally set aside to support the expansion of telecommunications infrastructure and improve digital access across Nigeria, particularly in rural and underserved communities where connectivity remains limited.

According to the organisation, any mismanagement or diversion of such funds would not only represent a violation of public trust but could also significantly undermine national efforts aimed at bridging the digital divide and promoting inclusive economic growth.

The group further argued that the Universal Service Provision Fund plays a critical role in Nigeria’s broader development agenda, especially in supporting projects that extend mobile network coverage, internet access, and communication services to remote areas that are often neglected by private sector investments due to low commercial viability.

SERAP maintained that the alleged disappearance of such a substantial sum demands urgent clarification from relevant authorities, adding that transparency in public finance management is essential for strengthening governance and restoring citizens’ confidence in state institutions.

The organisation specifically urged President Tinubu to demonstrate political will by ensuring that the matter is not ignored or delayed, but rather treated as a priority national concern requiring immediate institutional response and public accountability.

It further called on the Federal Government to compel all ministries, departments, and agencies involved in the administration or oversight of the USPF to provide a full and detailed account of how the funds were allocated, disbursed, and managed over the period under review.

SERAP also emphasised the importance of recovering any missing or unaccounted funds and ensuring that such resources are redirected toward their original developmental purpose, particularly projects aimed at expanding digital infrastructure and improving access to communication services for millions of Nigerians.

The group warned that failure to thoroughly investigate the allegations could deepen public distrust in government financial systems and weaken ongoing anti-corruption efforts, especially at a time when Nigeria is seeking to attract investment and strengthen institutional credibility.

It noted that accountability in the management of public funds is not only a legal obligation but also a moral responsibility that is fundamental to democratic governance and sustainable development.

The organisation further stressed that the alleged financial discrepancy, if left unaddressed, could have far-reaching consequences on Nigeria’s digital economy aspirations, including efforts to enhance e-governance, digital literacy, and innovation-driven growth.

While calling for immediate action, SERAP urged anti-corruption agencies to conduct their investigations independently, transparently, and without political interference, ensuring that the process leads to credible findings and appropriate sanctions where wrongdoing is established.

The group also encouraged civil society organisations, the media, and citizens to remain vigilant and continue demanding accountability in the management of public resources, particularly in sectors that directly impact social and economic development.

As of the time of filing this report, there has been no official response from the Presidency or the relevant government agencies regarding the allegations raised by SERAP. However, the issue is expected to attract significant public and institutional attention in the coming days.

The Universal Service Provision Fund, which is managed under Nigeria’s telecommunications regulatory framework, is designed to facilitate the provision of communication services in underserved and unserved areas of the country. Over the years, it has been used to fund various projects aimed at improving connectivity in rural communities, schools, health centres, and public institutions.

Observers note that any irregularities in the management of such a fund could hinder ongoing efforts to expand Nigeria’s digital infrastructure and slow down progress in achieving national broadband targets.

SERAP reiterated its position that transparency, accountability, and the rule of law must remain central to the administration of public funds, insisting that only a thorough and impartial investigation can restore public confidence and ensure that development resources are effectively utilised for the benefit of all Nigerians.

The organisation concluded by urging the Federal Government to treat the matter with urgency and ensure that justice is not only done but is seen to be done in the interest of the public.
